Every appeal under section 9 of the Act shall be made within a period of fifteen days from the date receipt of the orders of the competent authority. The appeal shall be made in writing on plain paper and shall be affixed with a court fee stamp for the value of rupees one only.
Provided that the appellate may in its discretion allow further time not exceeding fifteen days, if it is satisfied that the applicant had sufficient cause for not preferring the appeal in time.
