No.II(2)/AG/412/2018.—In exercise of the powers conferred by Section 37 of the Insecticides Act, 1968 (Central Act, 46 of 1968) wherein the State Government is empowered to enact rules, the Government of Tamil Nadu hereby notifies the State Pesticides Testing Laboratories at Cuddalore, Erode and Theni as State Pesticides Testing laboratories cum Coding Centres for the whole State of Tamil Nadu for coding or analysis of the pesticide samples in the State Pesticides Testing laboratories in respect of samples received from Insecticide Inspectors in the State of Tamil Nadu for all the insecticides as defined under clause (e) Section 3 of the said Act.

Job Chart and Functions:
1. Agricultural Chemist / Deputy Director of Agriculture (Chemistry), State Pesticide Testing Laboratories Cum Coding Centre: (Coding Officer / Insecticides Analyst) The Agricultural Chemist / Deputy Director of Agriculture (Chemistry) will be Head of the State Pesticide Testing Laboratories cum Coding Centre and drawing and disbursing officer and act as State Insecticides Analyst for drawl of working sample and referring for detailed analysis to the Regional PTLs in the State of Tamil Nadu Besides the officer shall carry out the following functions:-
(a) Accept or reject samples on the basis of the degree of intactness of individual sample. On receipt of sample for analysis the Insecticide Analyst shall first ascertain that the marks and seals are fastened as provided in the Insecticide Act, 1968 (Central Act, 46 of 1968), and Insecticide Rules, 1971 or intact and shall note the condition therein;
(b) Monitor the receipt and registration of pesticide samples carried out by subordinate staff duly verifying the seals of samples;
(c) The Agricultural, Chemist / Deputy Director of Agriculture (Chemistry) shall ensure that the time taken from receipt of sample from Inspector and to the date of despatch of results to the Inspector should not exceed thirty days.
Attend correspondence with Inspectors related to drawal despatch and communication of results to Insecticide Inspector after causing analysis;
(d) Also take action to transfer pesticides to another container if necessary by marking Code Nos. with generic name of sample and send to any PTL for further conduct of analysis or cause action for analysis in the laboratory itself;
(e) Take action to send samples to cause analysis at PTLs in the State by post or through messenger or any other means of transport depending upon urgency;
(f) Cause analysis of four samples as external check over PTLs at random;
(g) Answerable to the Commissioner / Director of Agriculture, State and Central Governments in all aspects i.e submission of monthly reports and other information;
(h) Call any information, from ADA, PTLs regarding analytical reports of samples for confirmation, if any contingency arises;
(i) Inspect periodically the PTLs coming under his area of operation;
(j) Take all steps to ensure secrecy in registration of samples; coding, sending samples to PTLs and decoding till despatch of results to concerned Insecticide Inspectors; and
(k) In addition to this exercise, all powers delegated to the cadre of the Agricultural Chemist / Deputy Director of Agriculture (Chemistry) in the Department
2. Agricultural Officer Shall be in-charge of all laboratory technical aspects and carry out following functions:-
(a) After receipt of consignment, take up verification of seals and registration of samples received from Insecticide Inspectors as per procedures duly referring form XXI;
(b) Attend preparation of working samples by transferring the contents from original container to new container for coding and sealing properly;
(c) Assist the Agricultural chemist /Deputy Director of Agriculture(Chemistry) in coding work;
(d) Monitoring the work of Laboratory Assistants / Laboratory boys and other staff in respect of the packing in corrugated boxes and labeling them with address tags with assistance of laboratory boys;
(e) Act as store in-charge for all Stocks and stores, such as glasswares, containers etc
(f) Act as custodian of emptied original containers till they are disposed off;
(g) Maintain stock Registers for all lab materials:
(h) Decoding of samples after receipt of analytical report from laboratory Insecticide Analyst and posting them in the Analytical Report of Insecticide Analyst;
(i) Despatch of Analytical reports to the concerned Insecticide Inspectors and maintain Despatch Register;
(j) Maintenance of Register for misbranded pesticides;
(k) Preparation of Monthly Report and Annual Administrative Report; and (I) Any other duties assigned by Agricultural Chemist / Deputy Director of Agriculture(Chemistry) State PTL & Coding Centre.
3. Laboratory Assistants
(a) Assist Agricultural Officer in preparation of working samples as per the procedures laid down;
(b) Attend cleaning Glassware and other equipments and up-keeping the laboratory;
(c) Attend Ioading and packing of samples and storage arrangement of left over sample containers;
(d) Assist the Agricultural Officer in handling the pesticides;

(e) Attend cleaning of laboratory premises;
(f) Assisting the Agricultural Officers in Registration of Samples, Inward, Outward, Despatch Register and maintenance;
(g) Any other duties assigned by superior staff;
and
(h) Verification of parcels with Insecticide lnspectors.
4. Junior Assistant
(a) Establishment work for all staff;
(b) Inward, Outward, Despatch Register maintenance;
(c) Dead Stock Register and Stock Register for miscellaneous items;
(d) Preparation of pay bills, Proceedings and attending works related to treasury; Maintenance of Cash Books, for advances given to the staff members;
(e) Maintenance of Service Postage Register and Attendance Register;
(f) Way Bill Register / Log Book Maintenance and getting consignment from various transport companies to Coding Centre;
(g) lncharge for stationeries; and
(h) Any other duties assigned by superior staff.
5. Data Entry Operator / Typist
(a) Typing all the reports and office matters.
(b) Taking hints and important notes given by Agricultural Chemist / Deputy Director of Agriculture (Chemistry) and superior staff;
(c) Assist to Junior Assistant in preparation of pay bills;
(d) Incharge of Junior Assistant during his absence;
(e) Maintenance and destruction of records;
(f) Any other duties assigned by superior staff;
(g) Maintenance of distribution register, despatch register and stamps; and
(h) Maintenance of computer and original copy register.
6. Laboratory Boys (Daily Wages) The Laboratory Boys are meant for getting consignment from various transport companies and for carrying pesticide samples to different Pesticides Testing Laboratories and also bring back analytical report if ready and delivery & booking of parcels to Pesticide Testing Laboratories.
(a) Office file movement;
(b) Assist to Insecticide Analyst, Agricultural Officer, Junior Assistant., in day-to-day discharging of their duties;
(c) Keep the laboratory premises clean;
(d) Carrying tapals to, other offices and Delivery of parcels from Lab and booking parcels to Pesticide Testing Laboratories:
(e) Assisting the Agricultural Officer and other staff in preparation of working samples as per procedure and opening and packing the cartoons;
(f) Attend the work of cleaning Glasswares and other equipments and up-keeping the laboratory;
(g) Attend the work of Ioading; and packing of samples and storage arrangement of left over sample containers;
(h) Assist the Agricultural Officer in handling the pesticides; and
(i) Other duties assigned by the AgricuIturaI Chemist / Deputy Director of Agriculture (Chemistry) and superior staff.
II. Laboratory Procedure Soon after the receipt of pesticide samples in the State Pesticide Testing laboratory, cum Coding Centre further course of action commences as shown below.
1. Registration The pesticides sample parcels will be opened duly checking the seals, necessary entries will be taken in the concerned register, serially and that number is called Registration Number All the details will be cross - checked with form XXI which is sent by concerned Insecticide Inspector.
The Agricultural Officer (State Pesticide Testing laboratory cum-Coding Centre) will register the samples and Deputy Director of Agriculture (Chemistry) / Agricultural. Chemist (Insecticides Analyst / State Pesticide Testing laboratory cum Coding centre) will supervise the registration.
2. Sampling the Pesticides for Analysis The Pesticide samples received from Insecticide Inspector (Submitted samples) are required to be reduced to obtain working sample for referring for detaiied analysis of specified Parameters.
3. For obtaining Homogeneity The entire content of sample is mixed thoroughly to obtain homogeneity in the content.
4. Methods for preparation of working Samples
(a) Random Cup Method:
This method is meant for dust, Wettable powders and emulsifiable concentrates. 6-8 small cups are placed at random on a tray. The Homogeneous material is poured uniformly over the tray. The material collected into cups is taken as working samples.
b) The Hand Halving Method:
This method is meant for dust and wettable powders only. The homogeneous material is poured evenly over smooth and clean surface. Divide the material into half and each half is halved again giving four portions with the help of flat edged spatula. Each of the portion halved is again made into again three portions which 406 tamil nadu government gazette [Part II—Sec. 2 would be arranged in rows of four. Subsequently, alternate portions are combined and retained and others are rejected. This process is repeated till the required weight or working sample is obtained.
c) Spoon Method:
This method is suitable for homogeneous dust and wettable powders. The homogeneous insecticide material is poured into a tray. The tray should not be shaken there after. Holding a spoon in one hand, the small portion of material from not less than five random places on the tray should be removed and the removal is continued till the required weight of working sample is obtained.
5. Preparation of Working Sample The Agricultural Officer, Coding Centre and Pesticide Testing Laboratory, will prepare working sample by transferring the contents of the original container which is received from the Insecticide Inspector into the new blank container 250ml capacity of the coding Centre as per BIS specifications duly following prescribed procedure and recap it with cap sealer.
The Agricultural Officer will mark registration No. of the empty / Original containers and transfer them for storage. The new blank container of the working sample will be tagged with registration No. for assigning Code No. by the coding officer & Insecticides analyst and to write generic name of sample. The Original containers will be preserved till the results are received and then action will be taken for safe disposal with approval of the Commissioner / Director of Agriculture. Till such time, they will be under the custody of Agricultural Officer, Pesticide Testing Laboratory.
6. Coding Procedure For this purpose a separate register will be maintained showing the details of registration and Code Nos. etc., The Agricultural Chemist /Deputy Director of Agriculture (Chemistry) (State Pesticide Testing laboratory cum Coding centre) assigns Code No. with assistance of Agricultural Officer (State Pesticide Testing laboratory cum Coding centre) by affixing stickers to the working samples of 250 ml capacity.
After affixing the code number, generic name of the sample is to be written. Similarly, in case of dust / granules, the contents of original sample of Insecticide Inspector will be transferred to another polythene bag of same capacity for preparation of working sample. The same procedure will be adopted for sealing, packing etc., The register will be under the safe custody of Agricultural Chemist / Deputy Director of Agriculture (Chemistry) (State Pesticides Testing Laboratories cum Coding Centre). The working samples will be sealed and packed by the Agricultural Officer of the laboratory with the assistance of laboratory assistants / boys and will be despatched to different Pesticide Testing Laboratory, as per the pesticide Testing Laboratory Capacity of the analysts with inner and outside address tags along with covering letter and Form XVII in triplicate.
7. Despatch of Coded Samples The coded working samples in containers will be packed in corrugated boxes with water proof cover to make them free of odour and the same will be sent to different PTLs through attenders of this centre, to save time and to avoid risks like missing in transport and abnormal delays in transit. Attenders will also despatch them by post or any other means of Transport depending upon the situation.
Arrangements of vehicle will be made to transport the sample to nearest Bus-Station / Railway station. Despatch of samples to PTLs will be arranged at least once in a week depending upon the arrival of samples. Required transport vehicle will be made available for taking delivery of pesticide samples sent by Insecticide Inspectors of different places through transport companies and Post Offices.
8. Decoding Procedure The decoding process commences, soon after receipt of Analytical Report of Insecticide Analyst of lab inform XVII in triplicate. The detailed particulars of decoded samples will be incorporated in all three copies by Agricultural- Officer of Coding Centre and will be verified with record by the Agricultural Chemist /Deputy Director of Agriculture(chemistry) (State Pesticides Testing Laboratories cum Coding Centre) before despatch to the concerned Insecticide Inspector for taking necessary action at once One copy of it should be retained in the centre in case of misbranded samples. The other details as per prescribed proforma will be submitted to the Commissioner/Director of Agriculture, Chennai and District Joint Director of Agriculture concerned for information and necessary action.
9. Disposal of Empty Original Containers The Original containers will be preserved in the store till the receipt of Analytical Report from Insecticide Analyst Thereafter the Agricultural Chemist / Deputy Director of Agriculture (Chemistry) of State Pesticides Testing Laboratories cum Coding Centre will take action for disposal with approval of the Commissioner/Director of Agriculture Gagandeep Singh Bedi, Agricultural Production Commissioner and Principal Secretary to Government.
