The norms and conditions for grant of “No Objection Certificate” to start a self-financing private Law College shall be as follows:-
(a) The self-financing private Law College shall be permitted to be established and be administered only by a registered Company, Trust or a Society.
(b) The College shall be located at a place within the radius of 15 Km where there is a District and Sessions Court, so as to enable the students to attend Courts as part of their practical training course of their study.
(c) The proposed location shall not be near a dumping yard or a large quarry or an open prison or factories or distilleries.

(d) There shall be adequate transport facility to reach the location of the college. If the public transport system is inadequate to reach the location of the college, the Management of the private Law College shall make necessary arrangement for the transportation of students.
(e) The Company/Trust /Society shall have not less than four acres of land for the proposed college, either on freehold or on leasehold for a period of not less than ten years, if it is within Municipal Corporation limit, seven acres within Municipality and ten acres within Town and Village Panchayat limit.
(f) The proposed college building shall be in conformity with the relevant building regulations.
(g) There shall be facilities for indoor and outdoor games and sports.
(h) The Library shall have adequate space for keeping books, periodicals and journals. The Library shall also have adequate reading space for atleast 20 percent of the students to be admitted and adequate space for computer facility.
(i) All Central Acts and State Acts and Books, of reputed authors covering all branches of law, numbering to not less than one tenth of the students strength on each topic / subject shall be made available in the Library. Leading Law Journals, magazines, periodicals and dailies shall be subscribed. Internet facility shall also be made available for the use of students and teaching faculty.
(j) The Company/ Trust / Society shall create an Endowment for Rupees Thirty lakh for the establishment of a Law College. The amount shall be invested in a Nationalized Bank / Government of India or Government of Tamil Nadu Undertaking.
(k) The Company / Trust / Society shall produce either a Bank Guarantee for a period of five years to the tune of Rupees Twenty lakh or a solvency certificate to the said amount obtained from the competent revenue authority.
(l) List of Law Teachers qualified as per UGC guidelines with specialization and expertise in different branches of law shall be furnished. The Teacher-student ratio shall be not less than 1:40.
(m) There shall be local need for the Law College in the locality proposed, with reference to the population.
