(1) Immediately before any ballot paper is issued to an elector the Polling Officer concerned shall:— 8 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY
(a) call out the number, name and description of the elector as stated in the electoral roll; and
(b)record on its counterfoil the number of the elector as entered in the marked copy of the electoral roll and obtain the signature or thumb impression of that elector on the said counterfoil :
Provided that no ballot paper shall be issued to an elector unless he has put his signature or thumb impression on the counterfoil of that ballot paper.
(2) The entry relating to the elector in the marked copy of the electoral roll shall be underlined in every case and where the elector is a female shall put a mark also on the left hand side of the name of the female elector.
(3) The indelible ink mark on the ridge between the skin and the root of the nail of the left-hand forefinger of the elector shall be applied as detailed in rule 27.
(4) No person in the Polling station shall note down the serial numbers of the ballot papers issued to any elector.
