Every industrial premises or any place, excepting the dwelling place of a weaver, wherein any handloom industry or any other operation connected with handloom industry is ordinarily carried on, shall be kept clean and free from effluvia arising from any drain, privy or other nuisance and shall also maintain such standard of cleanliness including white washing, colour washing, varnishing or painting as may be prescribed.
