Part-VII Miscellaneous The Collector or any officer authorised in writing by him, by general or special order, may enter at all reasonable times any hostel, lodging house or home for women and children for the purpose of ascertaining whether the provisions of this Act or of any rules or of the conditions of a licence or of certificate of registration are being complied with and may require the production for his inspection of any document, register or record kept thereunder and ask for any information relating to the working of such institution: Provided that the Collector or the authorised officer shall not enter into any hostel, lodging house or home where there are females, without the presence of two respectable women of the locality.
