Section 5: Proceedings of the Board not to be invalidated

No act or proceedings of the Board shall be invalid by reason only of the existence of any vacancy amongst its members or any defect in the constitution thereof.

6. Appointment of Chief Executive Officer, officers and staff of the Board.1— (1) There shall be a Chief Executive Officer for the Board appointed by the Government.

(2) The Board may, create such posts and appoint such number of persons as it may require, to carry out its functions and duties under this Act.

(3) The salary, allowances and the conditions of service of the persons appointed under sub-section (2), shall be such as may be prescribed in the regulations.

(4) The Chief Executive Officer of the Board shall exercise the power of supervision and control over all the officers and staff of the Board.
