(3) In making a rule under subsection (1) or sub-section (2), the '[State] Government may provide that a person guilty of a breach thereof shall be punishable with fine which may extend to fifty rupees.

(4) The po.ver to make rules conferred by this section shall be subject to the condition of the rules being made after previous publication.
