(1) Any person aggrieved by the decision of the Executive Authority under rule 3 or sub-rule (1) of rule 7 shall file an appeal, in writing, to the District Collector concerned within fifteen days from the date of receipt of such decision and the orders of the District Collector on the appeal shall be final.
(2) Any person aggrieved by the decision of the District Collector or the Commissioner under rule 4 of sub-rule (2) of rule 7 shall file an appeal, in writing, to the Commissioner of Municipal Administration in respect of Municipalities and Corporations (except Chennai Corporation) and the Director of Town Panchayats in respect of Town Panchayats within sixty days from the date of receipt of such decision and the orders of the Appellate Authority in the appeal shall be final.
