The District Judge, hereinafter referred to as the election Court shall, as soon as may be, cause a copy of the petition be served on such Respondents and on the Secretary or Commissioner or *Chief Executive Officers as the case may be, of the Panchayat concerned and the State Election Commission. Any Candidate not already a Respondent shall, upon application made by him to the election Court within fourteen days from the date of commencement of the trial and subject to any order as to security for costs which may be made by the election Court, be entitled to be joined as a Respondent.
