(a) No person or institution shall possess, use, sell, transport or import rectified spirit, absolute alcohol, silent spirit or neutral spirit, grape spirit, malt spirit or tapioca spirit except under and in accordance with the provision of these rules and on the terms and conditions of a licence or permit granted under these rules.
