Whoever carries on the business of scrap merchant or dealer in second-hand property or the business of running an automobile workshop or a tinker shop without a licence or otherwise than in conformity with the terms and conditions of a licence shall be punished with imprisonment which may extend to one year or with fine which may extend to five thousand rupees.
