No person shall, in the course of inter-State trade and commerce export, any spirituous preparations that are intended for internal consumption and containing more than 18 percent of alocohol or ayurvedic preparation containing self-generated alcohol or more than 10 per cent and classified as‖ restricted preparations‖ under the Medicinal and Toilet Preparations (Excise Duties) Rules, 1956 from the State of Tamil Nadu to any other State except under a licence granted by the Collector of the district having jurisdiction over the place from which the export is to be made.
