The meeting shall be presided over by the Chairman or in his absence by the Vice-Chairman, or in the absence of both the Chairman and the Vice-Chairman, by a members not intending to contest as a Candidate at the election and chosen by the members present at the meeting to preside for the occasion. Such a person shall be the President of the meeting.
