No expenditure which is not covered by a provision in theapproved budget estimates, or which is likely to be in excess of the amount provided under any head of account, shall be incurred by the Board without provision'being made by re-appropriation from some other head 0f account under which savings are firmly established and are available without detriment to the matter for which funds were originally provided under the latter head of account.
