If during a pendency of an appeal before the Tribunal, the land, building or both in question of the party is assigned to, or transferred to, some other persons, either wholly or partly, the Tribunal may on application of such assignee or such person to whom the land, building or both is transferred to add such a person to whom the land, building or both is transferred as a party to the appeal or claim.
