(1) No person shall print or publish, or cause to be printed or published Restrictio:
a n y election pamphlet or poster, which does not beal on its face the names and printin, -address of t$c printer and thr: publisher thereof. pamphlt posters
(2) No person shall print or cause to be printed any election pamphlet or poster,-
(a) unless ?. d eclaration as to the id er,rity of the publisher thereof signed by him and attested 1)y two persons to whom he is personally known, is delivered by.
him to the printer in duplicate; and
(h) unless, within a reasonable time after the printing: of the document, one I copy of thedeclaration is sent by the printer together with one copy of the document to the Commissioner.
Explanation--For the purpose of this section-
(a) anyprocess for multiplying copies of a doculllent other than copying it by hand, shall be deemed to be printing and the expression ~rinter shall be construed sccordingly ; and - ,
(b) ''election pamphlet or poster" means ally ~riotec! paqphlet, hand-bill or other document distributed for the purpose ~f promoting or prejudicing the election of a candidate or group of candidates Jr any plzcard a r poster hnvmg reference to an election, but does not includ e any uand-bill, placard or poster ~ e r e l y announcing the date, time, place and other particulars of an elect~on meetlng or ~out ine instructions to election iisents or workers.

(3) Any person who coiltravenes any of the provisions of gub-secti~n (1) sub-section (2) shall be punished with imprison~~ient for a term whlch may gxtg~.d to six months, or with fine which may extclid to two thousand rupees or with ~ ~ ~ l e
