When there is a vacancy in the office of the trustee and administrator of a trust and endowment and there is no one to be appointed under the terms of the deed of the trust and endowment, or where the right of any person to act as trustee or adminstrator is disputed, the Board may appoint any person belonging to Vanniyakula Kshatriya community to act as Administrative Officer for such period and on such condition as may be prescribed.
