All questions at any meeting of a Committee shall be decided by a majority of the members present and voting at the meeting, and in every case of equality of votes the persons presiding shall have and exercise a second or casting vote. A member who does not agree with the majority decision will send his note of dissent which will constitute the proceedings of the Committee.
