Section 21: Forwarding of appeal and submission of list of appeals withheld

(a) Every appeal which is not withheld under these regulations shall be forwarded to the appellate authority by the authority against whose order the appeal is preferred with an expression of opinion.

(b) A list of appeals withheld under regulation 18 with the reasons for withholding them shall be forwarded quarterly by the withholding authority to the appellate authority.
