1. (1) �क2म के अधीन�सुिवधाए ं�ा3 करने वाले �कसी पा; 5ि6 से उसके पास आधार सं_यांक होन े का �माण ��तुत करनेया आधार अिध�माणन ��%या पूरी करने क2 अपे,ा होगी।
(2) �क2म के अधीन �सुिवधाए ं�ा3 करने के हकदार ऐस ेसभी पा; फायदा.ािहय� से, िजनके पास आधार सं_यांक नहa ह ैया िज<ह�न ेअभी आधार के िलए नामांकन नहa करवाया ह,ै �क<त ु�क2म के अधीन �सुिवधा का उपभोग करने के इbछुक हd, 31 माच0, 2017 तक आधार नामांकन के िलए आवदने करने क2 अपे,ा होगी पर<तु वह उ6 अिधिनयम क2 धारा 3 के अनुसार आधार �ा3 करने के िलए हकदार हो और ऐसे 5ि6य� को आधार के िलए नामांकन हते ु �कसी आधार नामांकन के<= (www.uidai.gov.in पर सचूी उपलfध) जाना होगा।
(3) आधार (नामांकन और अNतन) िविनयम, 2016 के िनयम 12 के अनुसार मं;ालय या राHय सरकार अथवा संघ राHय ,े; �शासन म �क2म काया0<वयन का �भारीऐसा संबंिधत िवभाग से, जो �कसी 5ि6 से आधार ��ततु करने क2 अपे,ा करता ह,ै अपने काया0<वयन अिभकरण के माGयम से ऐसे फायदा.ािहय� के िलए, कराएगा िज<ह�ने आधार के िलए अभी नामांकन नहa कराया ह ै आधार नामांकन सुिवधाए ं उपलfध कराने क2 अपे,ा होगी और य�द संबंिधत fलाक या तालुका अथवा तहसील म कोई आधार नामांकन के<= ि�थत नहa ह ैतो मं;ालय या राHय सरकार अथवा संघ राHय ,े; �शासन म का �क2म के काया0<वयन के �भारी िवभाग को अपने काया0<वयन अिभकरण के माGयम से भारतीय िविशh पहचान �ािधकरण (यूआईडीएआई) के िवNमान रिज�jार के साथ सम<वय करके अथवा यूआईडीएआई रिज�jार बनकर सुगम �थान� पर आधार नामांकन सुिवधा उपलfध कराने क2 अपे,ा होगीः पर<तु फायदा .ािहय� का आधार िनयत �कए जाने तक �क2म के अधीन ऐसे 5ि6 को िन]िलिखत पहचान द�तावेज ��तुत करने के अधीन रखते kए �सुिवधा दी जाएगी अथा0तः- (क) (i) य�द उसने नामांकन करा िलया ह ैतो उसक2 आधार नामांकन पहचान पचT; अथवा
(ii) पैरा 2 के उप-पैरा (2) म यथा िविनlदh आधार नामांकन हते ुउसके mारा �कए गए अनुरोध क2 �ित; और (ख) (i) बdक पासबुक फोटो सिहत;या (ii) मतदाता पहचान काड0;या (iii) राशन काड0; या (iv) �थायी खाता सं_यांक (पैन) काड0; या (v) पासपोट0; या (vi) मोटरयान अिधिनयम, 1988 (1988 का 59) के अधीन अनुSापन �ािधकारी mारा जारीचालन अनुSि3;या (vii) �कसी राजपि;त अिधकारी mारा उसके शासक2य प; पर फोटो सिहत जारी ऐसे 5ि6 क2 पहचान का �माणप;;या (viii) �कसान फोटो पासबुक;
या (ix) संबंिधत मं;ालय या राHय सरकार या संघ राHय ,े; �शासन mारा िविनlदh कोई अ<य द�तावेजः पर<तु और �क उपयु06 द�तावेज� क2 जांच, मं;ालय या राHय सरकार या संघ राHय ,े; �शासन म के �क2म के काया0<वयन �भारी संबंिधत िवभाग mारा इस �योजनाथ0 अिभिहत अिधकारी mारा क2 जाएगी।
2. �क2म के अधीन फायदा.ािहय� को सुिवधाजनक और िनबा0ध �सुिवधा दनेे के िलए मं;ालय या राHय सरकार या संघ राHय ,े; �शासन म का �क2म के काया0<वयन का �भारी संबंिधत िवभाग अपने काया0<वयन अिभकरण के माGयम से सभी अपेि,त 5व�था करेगा, िजसके अंतग0त िन]िलिखत भी ह ैअथा0तः-
(1) �क2म के अधीन आधार क2 आव9यकता के बारे म फायदा.ािहय� को जाग�क बनाने हतेु मीिडया और 5ि6गत सूचना के माGयम से 5ापक �चार और य�द उ<ह�ने पहले नामांकन नहa करवाया ह ैतो उ<ह 31 ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 माच0, 2017 तक उनके ,े; म उपलfध िनकटतम आधार नामांकन के<= म नामांकन कराने क2 सलाह दी जा सकेगी तथा उ<ह �थानीय तौर पर उपलfध नामांकन के<=� (www.uidai.gov.in) क2 सूची उपलfध करायी जाएगी।
(2) य�द समीपी ,े; अथा0nfलाकया तालकुा या तहसील म नामांकन के<= उपलfध न होने के कारण �क2म के अधीन फायदा.ाही आधार नामांकन कराने म समथ0 नहa हd तो �क2म के काया0<वयन का �भारी संबंिधत िवभाग से, उसके काया0<वयन अिभकरण� के माGयम से सुिवधाजनक �थान� पर आधार नामांकन सुिवधा का सृजन करने क2 अपे,ा होगी और फायदा.ािहय� स ेअनुरोध �कया जा सकता ह ै�क वे अपना नाम, पता, मोबाइल नं. तथा पैरा 1 के उप-पैरा (3) के पहल े परंतुक म यथा िविनlदh अ<य fयौरे दकेर संबंिधत िवभाग या उसके काया0<वयन अिभकरण अथवा इस उo9ेय के िलए उपलfध कराए गए वेब पोट0ल के माGयम से आधार नामांकन के िलए अपना आवेदन रिज�jीकृत कराए।ं
3. यह अिधसूचना राजप; म उसके �काशन क2 तारीख से, असम, मेघालय और जpमू-क9मीर को छोड़कर सभी राHय� और संघ राHय ,े;� म �भावी होगी। [फा. सं. 10/18/2016-आर एqड डी/315-317] संजय कंुडू, संयु6 सिचव (पीपी) MINISTRY OF WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION (Research and Development Division, PP-Wing) NOTIFICATION New Delhi, the 23rd February, 2017 S.O. 633(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;
And, whereas, the Ministry of Water Resources, River Development and Ganga Rejuvenation in the Government of India is administering the Central Sector Scheme namely, Research and Development Programme in Water Sector (hereinafter referred to as the Scheme) and fellowship and remuneration (hereinafter referred to as the benefit) are paid to Junior Research Fellow, Senior Research Fellow, Research Associate and other staff who are hired (hereinafter referred to as beneficiaries) under the research projects;
And, whereas, the benefit is provided by way of grants to academicians or experts (investigators) in the Universities, IITs, recognised Research and Development laboratories, Water Resources or Irrigation Departments of the Central and State Governments and Non Government Organisations;
And, whereas, the benefits in the form of fellowship and remuneration or grants under the Scheme involves recurring expenditure from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to the said Act), the Central Government hereby notifies the following, namely:-
1. (1) An Individual eligible to receive the benefits under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.
(2) All such eligible beneficiaries entitled to receive benefits under the Scheme, who do not possess the Aadhaar Number or, are not yet enrolled for Aadhaar, but desirous of availing benefits under the Scheme shall be required to make application for Aadhaar enrolment by 31 st March, 2017, provided he or she is entitled to obtain Aadhaar as per section 3 of the said Act and such individuals shall visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the concerned Department through its implementing agency, in charge of implementation of the Scheme in the Ministry or State Government or Union territory administration, which requires an Individual to furnish Aadhaar is required to 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department in charge of implementation of Scheme in the Ministry or State Government or Union territory Administration through its implementing agency is required to provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India (UIDAI) or by becoming UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the beneficiaries, benefit under the Scheme shall be given to such Individual subject to the production of the following identification documents, namely:–
(a) (i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or
(ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (b) of paragraph 2; and
(b) (i) Bank Passbook with photograph; or (ii) Voter Identity Card; or (iii) Ration Card; or (iv) Permanent Account Number (PAN) Card; or (v) Passport; or (vi) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) Certificate of Identity having photo of such member issued by a Gazetted Officer on an official letter head; or (viii) Kisan Photo Passbook; or (ix) any other documents specified by the concerned Ministry or State Government or Union territory Administration:
Provided further that the above documents shall be checked by an officer designated by the concerned Department in charge of implementation of the Scheme in the Ministry or State Government or Union territory administration for that purpose.
2. In order to provide convenient and hassle free benefits under the Scheme to the beneficiaries, the concerned Department in charge of implementation of the Scheme in the Ministry or State Government or Union territory Administration through it implementation agency shall make all the required arrangements including the following, namely:-
(1) wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 31 st March, 2017, in case they are not already enrolled and the list of locally available enrolment centres (list available of www.uidai.gov.in) shall be made available to them.
(2) in case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non-availability of enrolment centres in the near vicinity such as in the Block or Taluka or Tehsil, the concerned Department in charge of implementation of the Scheme through its implementation agencies, etc., is required to create Aadhaar enrolment facilities at convenient locations, and the beneficiaries can be requested to register their requests for Aadhaar enrolment by giving their names, address, mobile number and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the concerned Department or its implementation agency or through the web portal provided for the purpose.
3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the States of Assam, Meghalaya and Jammu and Kashmir.
