और, भारत सरकार का जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय, मानव संसाधन िवकास एवं ᭃमता िनमाᭅण ᭭कᳱम (इसमᱶ इसके प᳟ात ᭭कᳱम कहा गया ह)ै के सूचना, िशᭃा एवं संसूचना संघटक के अधीन ᮧितयोिगताᲐ के िवजेताᲐ को पुर᭭कार रािश ᮧदान करके िव᳒ालय के बालकᲂ (छठी, सातवᱭ और आठवी कᭃा) के िलए िचᮢकला ᮧितयोिगता और अठारह वषᭅ कᳱ आयु तक के िव᳒ाᳶथयᲂ के िलए िनबंध ᮧितयोिगता कायाᭅि᭠वत कर रहा है;
और, जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय ᳇ारा के᭠ᮤीय भूिम जल बोडᭅ जो अपने ᭃेᮢीय कायाᭅलयᲂ (िजसे इसमᱶ इसके प᳟ात कायाᭅ᭠वयन अिभकरण कहा गया ह)ै के साथ ᭭कᳱम को कायाᭅि᭠वत करता ह,ै को ᮧदान कᳱ गई िवᱫीय सहायता का उपयोग ᮧितयोिगताᲐ के िवजेताᲐ (िजसे इसमᱶ इसके प᳟ात िहतािधकारी कहा गया ह)ै के बीच पुर᭭कार रािश और आनुषंिगक ᮧभारᲂ (िजसे इसमᱶ इसके प᳟ात ᮧसुिवधा कहा गया ह)ै के िवतरण के िलए ᳰकया जाता ह;ै और, ᭭कᳱम के अधीन दी जाने वाली ᮧसुिवधाᲐ मᱶ भारत कᳱ संिचत िनिध से आवतᱮ ᳞य अ᭠तवᭅिलत है;
अतः, अब, के᭠ᮤीय सरकार, आधार (िवᱫीय और अ᭠य सहाियᳰकयᲂ, ᮧसुिवधाᲐ और सेवाᲐ का लि᭯यत पᳯरदान) अिधिनयम, 2016 (2016 का 18) (िजसे इसमᱶ इसके प᳟ात उᲦ अिधिनयम कहा गया ह)ै कᳱ धारा 7 के उपबंधᲂ के अनुसरण मᱶ, िन᳜िलिखत अिधसूिचत करती ह ैअथाᭅतः-
1. (1) ᭭कᳱम के अधीन ᮧसुिवधाएं ᮧा᳙ करने कᳱ वांछा करने वाले ᳰकसी ᳞िᲦ से उसके पास आधार संयांक होने का ᮧमाण ᮧ᭭तुत करने या आधार अिधᮧमाणन ᮧᳰᮓया पूरी करने कᳱ अपेᭃा कᳱ जाएगी;
(2) ᭭कᳱम के अधीन ᮧसुिवधाएं ᮧा᳙ करने के हकदार ऐसे िहतािधकारी से, िजसके पास आधार संयांक नहᱭ है या िजसने अभी आधार के िलए नामांकन नहᱭ करवाया ह,ै ᳰक᭠तु ᭭कᳱम के अधीन ᮧसुिवधाᲐ का उपभोग करने का इ᭒छुक है, 31 अग᭭त, 2017 तक 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] आधार नामांकन के िलए आवदने करना होगा यᳰद वह उᲦ अिधिनयम कᳱ धारा 3 के उपबंधᲂ अनुसार आधार अिभᮧा᳙ करने के िलए हकदार हो और ऐसे ᳞िᲦयᲂ को आधार के िलए नामांकन हतेु ᳰकसी आधार नामांकन के᭠ᮤ (www.uidai.gov.in पर सूची उपल᭣ध) जाना होगा;
(3) आधार (नामांकन और अ᳒तन) िविनयम, 2016 के िनयम 12 के अनुसार जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय, अपने कायाᭅ᭠वयन अिभकरण, जो ᳰकसी ᳞िᲦ से आधार रखने का सबूत ᮧ᭭तुत करने कᳱ अपेᭃा करता ह,ै के मा᭟यम से और ऐसे िहतािधकाᳯरयᲂ के िलए, िज᭠हᲂन ेआधार के िलए अभी नामांकन नहᱭ कराया ह,ै आधार नामांकन सुिवधाएं सुिनि᳟त करेगा और यᳰद संबंिधत ᭣लाक या तालुका अथवा तहसील मᱶ कोई आधार नामांकन के᭠ᮤ अवि᭭थत नहᱭ ह ैतो जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय अपने कायाᭅ᭠वयन अिभकरण के मा᭟यम से भारतीय िविश᳥ पहचान ᮧािधकरण (यूआईडीएआई) के िव᳒मान रिज᭭ᮝार के साथ सम᭠वय करके अथवा यूआईडीएआई रिज᭭ᮝार बनकर सुिवधाजनक ᭭थानᲂ पर आधार नामांकन सुिवधा उपल᭣ध करा सकेगा । पर᭠तु ᳞िᲦयᲂ का आधार संयांक समनुदिेशत ᳰकए जाने के समय तक ᭭कᳱम के अधीन ऐसे ᳞िᲦयᲂ को िन᳜िलिखत द᭭तावेज ᮧ᭭तुत करने के अधीन रहते ᱟए ᮧसुिवधा दी जाएगी अथाᭅतः- (क) (i) यᳰद उसने नामांकन करा िलया ह ैतो उसकᳱ आधार नामांकन पहचान पचᱮ; या
(ii) पैरा 2 के उप-पैरा (ख) मᱶ यथा िविन᳸द᳥ आधार नामांकन हतेु उसके ᳇ारा ᳰकए गए अनुरोध कᳱ ᮧित; और (ख) (i) बᱹक पास बुक या डाकघर कᳱ पासबुक फोटो सिहत; या (ii) राशन काडᭅ; या (iii) पासपोटᭅ; या (iv) ᳰकसी राजपिᮢत अिधकारी ᳇ारा उसके शासकᳱय पᮢ पर फोटो सिहत जारी ऐसे ᳞िᲦ कᳱ पहचान का ᮧमाणपᮢ; या (v) ज᭠म ᮧमाणपᮢ या (vi) जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय ᳇ारा यथा िविन᳸द᳥ कोई अ᭠य द᭭तावेजः पर᭠तु यह और ᳰक उपयुᭅᲦ द᭭तावेजᲂ कᳱ जांच, जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय ᳇ारा इस ᮧयोजनाथᭅ अिभिहत अिधकारी ᳇ारा कᳱ जाएगी।
2. ᭭कᳱम के अधीन िहतािधकाᳯरयᲂ को सुिवधाजनक और िनबाᭅध ᮧसुिवधा दनेे के िलए, जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय अपने कायाᭅ᭠वयन अिभकरण के मा᭟यम से सभी अपेिᭃत ᳞व᭭था करेगा, िजसके अंतगᭅत िन᳜िलिखत भी ह,ै अथाᭅतः- (क) ᭭कᳱम के अधीन आधार कᳱ अपेᭃा के बारे मᱶ िहतािधकाᳯरयᲂ को जागᱨक बनाने हतेु मीिडया और ᳞िᲦगत सूचना के मा᭟यम से ᳞ापक ᮧचार और यᳰद उ᭠हᲂने पहले नामांकन नहᱭ करवाया ह ैतो उ᭠हᱶ 31 अग᭭त, 2017 तक उनके ᭃेᮢ मᱶ उपल᭣ध िनकटतम आधार नामांकन के᭠ᮤ मᱶ नामांकन कराने कᳱ सलाह दी जा सकेगी तथा उ᭠हᱶ ᭭थानीय ᱨप से उपल᭣ध नामांकन के᭠ᮤᲂ कᳱ सूची उपल᭣ध करायी जाएगी। (ख) यᳰद िनकट आस पास ᭃेᮢ जैसे ᭣लाक या तालुका या तहसील मᱶ नामांकन के᭠ᮤ उपल᭣ध न होने के कारण ᭭कᳱम के अधीन िहतािधकारी आधार नामांकन कराने मᱶ समथᭅ नहᱭ ह ᱹ तो जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय से अपने कायाᭅ᭠वयन अिभकरण के मा᭟यम से सुिवधाजनक अव᭭थानᲂ पर आधार नामांकन सुिवधा का सृजन करने कᳱ अपेᭃा कᳱ जाती ह ैऔर िहतािधकाᳯरयᲂ से अनुरोध ᳰकया जाए ᳰक वे अपना नाम, पता, मोबाइल नं. तथा पैरा 1 के उप-पैरा (3) के पहले परंतुक मᱶ यथा िविन᳸द᳥ अ᭠य ᭣यौरे देकर जल संसाधन, नदी िवकास और गंगा संरᭃण मंᮢालय के संबंिधत पदािधकाᳯरयᲂ या उसके कायाᭅ᭠वयन अिभकरण अथवा इस ᮧयोजन के िलए उपल᭣ध कराए गए वेब पोटᭅल के मा᭟यम से आधार नामांकन के िलए अपना आवेदन पंजीकृत कराएं।
3. यह अिधसूचना राजपᮢ मᱶ उसके ᮧकाशन कᳱ तारीख से, असम, मेघालय और ज᭥मू-क᭫मीर को छोड़कर सभी रा᭔यᲂ और संघ रा᭔य ᭃेᮢ ᮧशासनᲂ मᱶ ᮧभावी होगी। [फा. सं. के-11025/1/2017-आईईसी] अिखल कुमार, संयुᲦ सिचव MINISTRY OF WATER RESOURCES,RIVER DEVELOPMENT AND G ANGA REJUVENATION NOTIFICATION New Delhi, the 31st March, 2017 S.O. 1013(E).—Whereas the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;
¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 And whereas, the Ministry of Water Resources, River Development and Ganga Rejuvenation in the Government of India is implementing Painting Competition for School Children (of the 6th, 7th and 8th standard) and Essay Competitions for the students up to the age of eighteen years under the Information Education and Communication component of the Human Resource Development and Capacity Building Scheme (hereinafter referred as the Scheme) by awarding prize money to the winners of the competitions;
And whereas, Financial Assistance provided by the Ministry of Water Resources, River Development and Ganga Rejuvenation, to the Central Ground Water Board, who along with its regional offices implements the Scheme (hereinafter referred to as the Implementing Agency), is used for distribution of the prize money and incidental charges (hereinafter referred to as benefits) among the winners of the competitions (hereinafter referred to as the beneficiaries);
And whereas, the benefits offered under the Scheme involve recurring expenditure incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-
1. (1) An individual desirous to availing benefits under the Scheme shall be required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication;
(2) any individual entitled to receive benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, but desirous of availing benefits under the Scheme, shall have to apply for Aadhaar enrolment by 31st August, 2017, in case he is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment center (list available at www.uidai.gov.in) for Aadhaar enrollment;
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementing Agency, which requires an individual to furnish proof of possession of Aadhaar, and shall ensure Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementation Agency may provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India (UIDAI) or by becoming UIDAI Registrar:
Provided that till the time Aadhaar number is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely :-
(a) (i) if he has enrolled, his Aadhaar Enrolment ID slip; or
(ii) a copy of his request made for Aadhaar enrolment, as specified in sub-paragraph (b) of paragraph 2; and
(b) (i) Bank Passbook or Post Office Passbook with photograph; or (ii) Ration Card; or (iii) Passport; or (iv) Certificate of Identity having photo of such person issued by a Gazetted Officer on an official letter head; or (v) Birth Certificate; or (vi) any other documents as specified by the Ministry of Water Resources, River Development and Ganga Rejuvenation:
Provided, further that the above documents shall be checked by an officer designated by the Ministry of Water Resources, River Development and Ganga Rejuvenation for that purpose.
2. In order to provide convenient and hassle free benefits under the Scheme to the beneficiaries, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementing Agency shall make all the required arrangements including the following:-
(a) Wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centers available in their areas by 31st August, 2017, in case they are not already enrolled and the list of locally available enrolment centers shall be made available to them.
(b) In case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non-availability of enrolment centres in the near vicinity such as in the Block or Taluka or Tehsil, the Ministry of Water Resources, River Development and Ganga Rejuvenation through its Implementation Agency are required to create Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the concerned officials of the Ministry of Water Resources, River Development and Ganga Rejuvenation or its Implementation Agency or through the web portal provided for the purpose.

3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union Territories Administrations except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
