(1) If it appears to the Collector that the Executive Officer or any other Officer of a Board has made default in carrying out any resolution of the Board, the said Collector after giving such officer a reasonable opportuntty of explanation, shall send a report thereon together with the explanation, if any, or such officer to the Government and at the same time forward a copy of the same to the Board.
(2) If in the opinion of the Collector, the execution of any order or resolution of a Board, or the doing of anything which is about to be done, or is being done by or on behalf of a Board, is causing or likely to cause, injury or annoyance to the public, or to lead to a breach of peace or is unlawful, he may by order in writing, under his signature, suspend the execution or prohibit the doing thereof.
(3) When a Collector makes any order under subsection (2) he shall forthwtth forward to the Government a copy of the order with a statement of the reason for making it; and it shall be in the discretion of Government, after giving the Board a reasonable opportunity of explanation, either to rescind the order or to direct that it may continue in force with or without modification, permanently or for such period as the Government thinks fit.
