(1) Unless otherwise expressly provided, no court shall take cognizance of any offence punishable under this Act or any rule or bye-law made thereunder except on the complaint of, or upon information received from the Board or any person authorised by the Board in this behalf.
(2) The Board may authorise any person to make complaints or give information without previous reference to the Board, either generally in regard to all offences against this Act and any rules or bye-laws made thereunder or particularly in regard to specified offences or offences of a specified class. Such person may be authorised by virtue of his office, if he is the President, Vice-President, Executive Powers of revision.
Cognizance of offence.
110 [Act No.I of 1956] Officer, Local Engineer, Civil Surgeon or Health Officer of the district or the officer-in-charge of a Police station; in other cases the authority shall be by name. The authority shall in all cases be in writing and may, at any time, be cancelled by the Board.
