The Telangana State Scheduled Castes and Scheduled Tribes Special Development Fund (Planning, Allocation and Utilization of Financial Resources) Rules, 2017 (Act No18 of 2017) has been enacted to ensure, accelerated development of Scheduled Castes and Scheduled Tribes with emphasis on achieving equality, focusing on economic, educational and human development along with ensuring the security and social dignity and promoting equity among the Scheduled Castes and Scheduled Tribes, by earmarking a portion, in proportion to population of Scheduled Castes and Scheduled Tribes in the State, of the total Pragathipaddu outlay of the State of Telanagana as the outlay of the Scheduled Castes and Scheduled Tribes Special Development Fund of the State and ensuring effective institutional mechanisms for the implementation and for matters connected there with or incidental thereto.
2. Accordingly, the following notification shall be published in an Extraordinary issue of the Telangana Gazette dated:30.03.2017.
NOTIFICATION In exercise of the powers conferred under sub-section (1) of Section29 of Telangana State Scheduled Castes and Scheduled Tribes Special Development Fund (Planning, Allocation and Utilization of Financial Resources) Rules, 2017 (Act No. 18 of 2017), the Governor of Telangana hereby makes the following Rules relating to the Scheduled Castes and Scheduled Tribes Special Development Fund.
1. Short Title, Extent And Commencement 1) These Rules may be called Telanagana State Scheduled Castes and Scheduled Tribes Special Development Fund (Planning, Allocation and Utilization of Financial Resources) Rules, 2017.
2) They shall extend to whole of the State of Telangana.
3) They shall come into force at once.

2. Definitions
(a) "The Department" means any Government Department concerned with implementation of the Pragathipaddu Schemes for the welfare of Scheduled Castes and Scheduled Tribes;
(b) "Gaps in development" means differences in development indicators of Scheduled Castes/Scheduled Tribes when compared to the State averages, as may be prescribed particularly relating to human and economic development;
(c) "General Schemes" means schemes included in the Annual Pragathipaddu of the Departments which benefit all social groups including Scheduled Castes and Scheduled Tribes;
(d) "Government" means, the State Government of Telangana;
(e) "Nodal Agency for SCSDF" means the committee headed by Minister of Scheduled Castes Development;
(f) "Nodal Agency for STSDF" means the committee headed by the Minister of Tribal Welfare;
(g) "Nodal Department" means Scheduled Castes Development Department for Scheduled Castes and Tribal Welfare Department for Scheduled Tribes;
(h) "Notification" means notification published in the Telangana Gazette and the word 'Notified' shall be construed accordingly;
(i) "Prescribed" means prescribed by the Government by rules made under the Act;
(j) “Pragathipaddu” means the total Scheme Expenditure budget of the State as provided in the Appropriation Act.
(k) "State Council" means State Council for Development of Scheduled Castes and Scheduled Tribes headed by the Chief Minister constituted under the Act;
(l) "Scheduled Castes and Scheduled Tribes" shall have the meanings assigned to them respectively under clauses (24) and (25) of article 366 of the Constitution of India;
(m) "Scheduled Castes Special Development Fund / Scheduled Tribes Special Development Fund" means a portion of the total Pragathipaddu outlays of the State, in a financial year, as earmarked under section 3;

(n) "Scheduled Caste/Scheduled Tribe habitation" means any habitation where population of Scheduled Castes or Scheduled Tribes is not less than 40% of the total population of the habitation respectively;
(o) "Special Development Funds" means Scheduled Castes Special Development Fund (SCSDF) or Scheduled Tribes Special Development Fund (STSDF) or both;
(p) "Scheduled Areas" means areas notified under Part C of Fifth Schedule to the Constitution of India;
(q) "Report regarding administration of Scheduled Areas" means the Report by the Governor to the President of India regarding administration of Scheduled Areas as mentioned in paragraph 3 of Part A of Fifth Schedule to the Constitution of India;
(r) "Telangana Tribes Advisory Council" means the Tribes Advisory Council established for the State of Telangana as mentioned in paragraph 4 of Part B of Fifth Schedule to the Constitution of India.
3. Determination of Gaps in Development of SCs/STs Subject to the provisions of sub-rule (2) (b), the Nodal Departments for SCSDF and STSDF shall identify gaps in development.
1. Each department shall estimate the gaps in the development of Scheduled Castes/ Scheduled Tribes, prioritize the development needs of Scheduled Castes/Scheduled Tribes through a consultative process and shall formulate the Scheduled Castes and Scheduled Tribes Special Development Fund schemes and prepare the schemes for Development of Scheduled Castes and Scheduled Tribes within the State Pragathipaddu priorities.
2. The Nodal Department shall take up necessary measures to identify the gaps in levels of development of Scheduled Castes and Scheduled Tribes and general Population and also within Scheduled Castes and Scheduled Tribes and also between tribes living in scheduled areas and plain areas through:
(a) Data base shall be built up on Census data & other gap studies data of research institutes from time to time on key indicators, including the following:
Demographic:
i) Population, male, female ii) Gender ratio, iii) Population growth iv) Infant mortality, girl child mortality and under 5 mortality.

4 Health related:
v) Births attended by skilled health Personnel.
vi) Population undernourished/ Nutrition.
vii) Children underweight / height for age viii) Infants with low birth weight.
ix) Maternal Mortality.
x) One year olds fully immunized.
xi) HIV prevalence.
xii) Fevers treated with anti malarial and anti TB drugs.
xiii) Availability of beds in the hospitals for every 25,000 population xiv) Access to Sub-centres / PHCs/CHCs xv) Accessibility to 104 & 108 services, xvi) Endemic health problems like Sickle cell anemia and hemoglobinopathies in tribal areas.
Education related:
xvii) Literacy, Female literacy.
xviii) Gross enrolment ratio.
xix) Drop out ratio at different levels.
xx) Tertiary students in Engineering, Medicine and other Professional Courses.
xxi) Access to public employment, with reference to All India Services.
xxii) Skill development and vocational training Area development:
xxiii) Population using improved sanitation xxiv) Population using an improve water source, xxv) Coverage of safe drinking water supply xxvi) Connectivity, length of kms laid BT xxvii) Availability of public transportation xxviii) Electrification of habitations, quality of power supply, Electricity consumption.
xxix) Area brought under cultivation xxx) Area covered under assured irrigation.
xxxi) Productivity of major crops per ha.

xxxiv) Access to Telephonic/ Mobile phone connectivity/ internet Economic Development i) Levels of Poverty.
ii) Utilization of Land distributed under Land Assignment and Land Purchase Scheme, (LPS) iii) Land holding position.
iv) Accessibility for establishment of Industries v) Employment status.
vi) Access to bank/ insurance.
Social Gaps i) Untouchability and discrimination against SCs and STs ii) Violence and Atrocities against SCs and STs.
iii) Knowledge & access to legal aid and judiciary.
• Baseline surveys specifically designed and taken up for this purpose through reputed institutions.
• Surveys taken up by various departments such as School Education, Medical and Health etc., on various indicators, and reputed NGOs like Centre for Dalith Studies.
• Studies of impact of various projects implemented for the development of SCs & STs.
4. Earmarking of Funds and Scheme Wise Allocation to Departments Subject to the provisions of section (3), the government shall earmark Scheduled Castes Special Development Fund / Scheduled Tribes Special Development Fund from State Annual Pragathipaddu Schemes Outlays
1. The Government, in every financial year shall respectively earmark not less than the % of SC & ST Population of the total State Annual Pragathipaddu Outlay to Scheduled Castes Special Development Fund (SCSDF) and Scheduled Tribes Special Development Fund (STSDF) and allocate to finance Scheduled Castes Special Development Fund (SCSDF) and Scheduled Tribes Special Development Fund (STSDF), in proportion to their respective populations as per the latest data of Population Census.
2. In every financial year, as per the Schedule shown in Annexure the Planning Department shall communicate the tentative size of the outlay of ::
6 the annual Pragathipaddu of next financial year and also the priorities of the State of Telangana to the Nodal Departments.
3. The Scheduled Castes Special Development Fund (SCSDF) and Scheduled Tribes Special Development Fund (STSDF) outlays shall be revised according to final pragathipaddu annual outlay.
4. The Departments as may be authorized by the Govt., shall, every financial year communicate, in the manner prescribed, to the other departments , a provisional outlay out of the Scheduled Castes Special Development Fund (SCSDF) and Scheduled Tribes Special Development Fund (STSDF) as earmarked under section 3 for respective department wise schemes for Scheduled Castes and Scheduled Tribes. A tentative Pragathipaddu outlay fund shall be prepared by the Nodal departments of SCSDF and STSDF, duly following the provisions of the Act, mainly;
(a) Promotion of equity among Scheduled Castes and Scheduled Tribes:
The departments shall prepare Scheduled Castes Special Development Fund /Scheduled Tribes Special Development Fund to promote equity in the development among various social groups within Scheduled Castes/ Scheduled Tribes and focused development of back ward Scheduled Caste/Scheduled Tribe habitations. In case of Scheduled Tribes Special Development Fund special attention shall be paid to Scheduled Tribes residing in the Scheduled Areas.
(b) Schemes to be included under the Scheduled Castes and Scheduled Tribes Special Development Funds:
The Special Development Funds of the departments shall include only such schemes that have the potential to bridge the gaps in development and secure direct and quantifiable benefits to the Scheduled Caste/ Scheduled Tribe individuals or Scheduled Caste/Scheduled Tribe households or Scheduled Caste/Scheduled Tribe habitations or Tribal areas and Primitive Tribal Groups as proposed under Section 11(a),
(b),(c) and (d) of the Act, as shown below.
(i) for schemes exclusively benefitting Scheduled Caste/Scheduled Tribe individuals or Scheduled Caste/ Scheduled Tribe households, 100% of scheme cost shall be allocated and accounted for under Scheduled Castes Special Development Fund or Scheduled Tribes Special Development Fund, as the case may be;
(ii) for schemes benefitting Scheduled Caste / Scheduled Tribe habitations, 100% of scheme cost shall be allocated and accounted for under Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund. In case of other habitations the cost shall be allocated and accounted in proportion of the population of the Scheduled Castes or Scheduled Tribes;

(iii) for general schemes, included in the Special Development Fund, benefitting Scheduled Caste / Scheduled Tribe individuals or Scheduled Caste/Scheduled Tribe households, along with others, the scheme cost shall be allocated and accounted for under Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund, as per the Scheduled Caste/Scheduled Tribe beneficiaries covered;
(iv) In respect of non-divisible infrastructure works, a portion of the scheme cost as may be determined by the Government shall be deemed to have been attributed for Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund respectively.
The Special Development Funds of the departments shall ensure coverage of Scheduled Castes/Scheduled Tribes in the ongoing general schemes consistent with the eligibility of the same.
In exercise of the powers conferred by Section 11(d) of the Act, in case of non-divisible infrastructure works 7% for SCs and 3% for STs of the scheme cost shall be accounted in the allocation and expenditure of SC Special Development Fund and ST Special Development Fund respectively.
5. Identification of Schemes under Special Development Fund by the Departments.
Subject to the provisions of section (8), the department shall Identify Scheduled Castes Special Development Fund/ Scheduled Tribes Special Development Fund schemes and preparation of Special Development Funds.
1. The Nodal Departments shall take up a detailed discussion as per the Schedule shown in Annexure every year with each department for which SCSDF/TSDF outlays are communicated and review each scheme and identify only those schemes that secure direct and quantifiable benefits to the SC/ST individuals or SC/ST households or SC/ST habitations or scheduled areas and that have potential to bridge the gaps in socioeconomic development of SCs/STs with particular focus on education, income generation and access to basic amenities confirming to certain quality norms.
2. Prioritize the development needs of the Scheduled Castes/ Scheduled Tribes in consultation with the primary stakeholders, before finalizing the schemes.
3. Design schemes that have potential to accelerate the development of Scheduled Castes/Scheduled Tribes and bridge the gaps in development in a time bound manner.
4. Schemes to secure greater access to educational institutions, health facilities, of Irrigated land, promotion of Self-employment Schemes and enterprise development to Scheduled Castes/Scheduled Tribes.

5. The Special Development Fund of the departments shall promote equity in the development among various social groups within Scheduled Castes and Scheduled Tribes and focused development of backward Scheduled Castes/ Scheduled Tribe habitations. In case of Scheduled Tribes Special Development Fund, attention shall be paid to Scheduled Tribes residing in the Scheduled Areas.
6. Schemes to be aligned with over all State Agenda or Priorities of the Government, priority also to be given for infrastructure such as construction of Residential School Buildings, Hostels Buildings, Community Halls / Ambedkar Vikaskendras and other works pertaining to community related civic works in the SC/ST habitations in the basic sectors as Education, Health & Social Sector etc,. as per the gaps identified.
6. Procedure for Preparation of Budget Proposals and Release of Funds.
Subject to the provisions of rules, each Department shall prepare budget proposals of Scheduled Castes Special Development Fund / Scheduled Tribes Special Development Fund for appraisal by the Nodal departments under Section (9), (10), (14) & 16
1. After identifying the schemes under SCSDF/TSDF, the Nodal Department shall define the operational scope of each scheme, viz., whether it is limited to scheduled areas or to the entire state and also the proportion in which the physical and financial targets to be distributed district wise. Each department shall furnish SCSDF/STSDF schemes consisting of;
i. A note explaining the objectives of each scheme, pertaining to SCSDF/STSDF.
ii. Physical and financial progress under Scheduled Caste Special Development Fund / Scheduled Tribes Special Development Fund of the current year as per the Schedule shown in Annexure.
iii. Physical and financial projections for the next financial year for each scheme along with work wise details wherever necessary.
iv. Any surrenders or additional requirements if any under each scheme based on the midterm performance.
v. Issues, if any, brought to the notice of the Nodal Agency for SCSDF/STSDF.
2. The Nodal Department shall in turn scrutinize the schemes furnished by the line departments and after satisfying that they are in tune with the provisions of the Act, shall place them before Nodal Agency, for recommending for approval ::
9 of the State Council as per the Schedule shown in Annexure every year, through Planning Department.
3. Submission of Special Development Funds for Appraisal by the Nodal Agencies:
The schemes that fulfill the norms laid down in the Act shall be recommended by Nodal Agency for Scheduled Castes Development and Tribal Welfare for inclusion in the Annual Budget proposals of the departments and aggregated for placing before the State Council for Development of Scheduled Castes and Scheduled Tribes, for consideration and approval as pre-budget process.
i. After receiving the approval of the State Council, the Nodal Agency for SCSDF/STSDF Shall communicate the approval to the departments with request to furnish their budget proposals for the next financial year as per the schedule and procedure to be communicated by the Finance Department from time to time.
ii. Once the budget is approved by the Legislature, the Secretary, of Finance Department shall issue BROs to the departments concerned duly informing the Nodal Departments.
iii. The respective departments shall take further action to issue necessary administrative sanctions proceedings and technical sanctions based on the various levels of delegations in force, duly informing the Nodal Departments concerned.
7. Procedure with regards to Reallocation of Funds & Utilization of Unspent Balances
(1) In respect of those schemes where the performance of the department is not found satisfactory, the Nodal Departments shall take up a detailed appraisal and identify the impediments and place a note before the Nodal Agency for SCSDF / STSDF for a detailed discussion.
(2) The Nodal Agency for SCSDF / STSDF shall take up a detailed discussion of such schemes with such of those departments and suggest necessary measures to overcome the impediments and to improve performance. This should be done as per the Schedule shown in Annexure every year.
(3) In spite of such an advice from the Nodal Agency of SCSDF / STSDF if the department does not improve progress, the Nodal Department may take up a review as per the Schedule shown in Annexure every year and identify the amounts that can be reduced scheme wise and Place them before Nodal Agency for SCSDF / STSDF recommending for reallocation to needy departments for their SCSDF / STSDF.

(4) The Nodal Agency for SCSDF / STSDF shall furnish their recommendations to the Finance Department for reducing the releases under Quarter-IV for those schemes where performance is poor and for reallocating to those needy departments scheme wise.
(5) Such recommendations shall be placed before the State Council for their perusal from time to time.
(6) If any amount of Special Development Fund remains unspent, it shall be compensated in the next financial year in the same proportion on the reach of actual expenditure to total budget estimate of Pragathipaddu at the end of a financial year in the manner prescribed.
The following illustration explains the amount to be compensated in the next financial year.

11 subsequent year based on the actual expenditure as audited by CAG or as certified by CAG.
Subject to the provisions under Section (15), the Finance Department shall designate an exclusive Principal Secretary for monitoring expenditures under Scheduled Castes Special Development Fund / Scheduled Tribes Special Development Fund The Finance department shall designate an exclusive Principal Secretary for performing the functions relating to budget, implementation and allocation according to the provisions of the rules within the overall discipline of the ways and means positions as determined by the Finance Department.
8. Constitution of State Council for Special Development Fund Subject to the provisions of sub-rule (2)(j),the State Council for Development of Scheduled Castes and Scheduled Tribes under subsection(1)of Section(17) shall consist the following composition.
1 Chief Minister Chairman 2 All Cabinet Ministers Members 3 (a) Member of Parliament (as may be nominated by the Government from among SCs/STs) Member
(b) M.L.C (as may be nominated by the Government from among SCs/STs)
(c) M.L.A (as may be nominated by the Government from among SCs/STs) 4 Chief Secretary to Govt. Member 5 Chairman SC. Finance Corporation Member 6 Chairman ST. Finance Corporation Member 7 Non-official members as nominated by Chairman. Members 8 Prl. Secretary to Government, Tribal Welfare Member Coconvenor 9 Special Chief Secretary, SC Development Department Member- Convenor 10 Principal Secretary, Finance Department Member 11 Prl. Secretaries of the Departments concerned - got allocation under SCSDF/STSDF Members Note: The Senior Secretary among 7 & 8 will be convenor, and the other will act as co-convenor.

2. Special Invitees: The State Council may invite any person as deemed necessary as Special Invitee.
3. Nomination of Non-Official Members: The Chairman shall nominate atleast five non-official members, consisting of three members from SC community (of which at least one member Should be woman) and two members from ST community (of which at least one member Should be woman)
4. Terms of office and allowances of Non-Official Members of State Council: Non-Official Members of the State Council shall hold office for term of two years. They shall receive fees and allowances as prescribed by the Government from time to time.
5. Meetings of the State Council: The State Council shall meet at least twice in a year.
6. Functions:
The State Council shall, a) Advise State Government on all the policy matters relating to Scheduled Castes Special Development Fund / Scheduled Tribes Special Development Fund;
b) Suggest measures for proper planning and implementation of schemes by the departments;
c) Approve the Annual Scheduled Castes Special Development Fund/ Scheduled Tribes Special Development Fund proposals of the Departments;
d) Perform such other functions as may be prescribed and are necessary for implementation for Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund.
7. The Annual SCSDF / STSDF proposals as approved by the State council shall be deemed to have been accorded financial concurrence by the Finance Department under the respective SCSDF / STSDF Budgetary provision for that year. The respective Departments will take steps to issue administrative approval within (10) days of receipt of State Council approval following Usual procedures.
8. Finance Department shall assist the State Council in discharge of its functions and coordination with the respective Nodal Agencies /Nodal Departments.

9. Constitution of SC/ ST Nodal Agencies for Special Development Fund Subject to the provisions of sub-rule (2) (e) and (2) (f) the Nodal Agencies for Scheduled Castes/Scheduled tribes Special Development Fund under sub-section (1)of Section (19) shall consist the following composition for the Nodal Agencies.
There shall be (2) Nodal Agencies separately for Scheduled Castes Special Development Fund (SCSDF) and for Scheduled Tribes Special Development Fund (STSDF).
The Hon’ble Minister for SC Development Department shall be the Chairman and the Secretary SC Development Department shall be the Convenor for SCSDF Nodal Agency.
The Hon’ble Minister for Tribal Welfare Department shall be the Chairman and the Secretary Tribal Welfare Department shall be the Convenor for STSDF Nodal Agency.
The composition of the Nodal Agency shall be as below.

2. Special Invitee: The Nodal Agency may invite any person including Head, SC Special Development Fund Research Unit / Head , ST Special Development Fund Research Unit , as deemed necessary as Special Invitee to its meetings.
3. The Nodal Agency for SCSDF/STSDF shall carry out the following functions:
I. Appraisal of Schemes submitted by Departments - The Nodal Agency for shall appraise the Scheduled Castes Special Development Fund/ Scheduled Tribes Special Development Fund Schemes submitted by departments, for ensuring conformity to the provisions of the Act namely.
A. The schemes proposed should secure direct and quantifiable benefits to the Scheduled Castes/ Scheduled Tribes individuals or Scheduled Castes /Scheduled Tribes households or Scheduled Castes /Scheduled Tribes habitations. The Nodal Agency, while indicating allocation of Scheduled Castes / Scheduled Tribes Special Development Fund to the Scheduled Castes / Scheduled Tribes Special Development Fund schemes shall follow the norms, namely:
i. for schemes exclusively benefiting Scheduled Castes /Scheduled Tribe individuals or Scheduled Castes /Scheduled Tribe households, 100% of scheme cost shall be allocated and accounted for under Scheduled Castes /Scheduled Tribes Special Development Fund ii. for schemes benefiting Scheduled Castes /Scheduled Tribe habitations,100% of scheme cost shall be allocated and accounted for under Scheduled Castes & Scheduled Tribes Special Development Fund. In case of other habitations the cost shall be allocated and accounted for under Scheduled Castes & Scheduled Tribes Special Development Fund in proportion to the population of the Scheduled Castes /Scheduled Tribes;

15 iii. for general schemes, included in the Special Development Funds, benefiting Scheduled Castes /Scheduled Tribe individuals or Scheduled Castes /Scheduled Tribe households, along with others, the scheme Cost shall be allocated and accounted for under Scheduled Castes & Scheduled Tribes Special Development Fund, in proportion to the Scheduled Castes /Scheduled Tribe beneficiaries covered or the actual amounts spent on Scheduled Castes / Scheduled Tribes;
iv. in respect to non-divisible infrastructure works a portion of the scheme cost as may be determined by the Government shall be deemed to have been attributed for Scheduled Castes Special Development Fund /Scheduled Tribes Special Development Fund;
B. The schemes proposed should have the potential to bridge gaps in development;
C. The schemes under SCSDF/STSDF should be consistent with the Annual Budget and priorities of the State of Telangana as may be communicated by the Planning Department. The Nodal Agency should therefore as far as possible ensure that Scheduled Castes Special Development Fund / Scheduled Tribal Special Development Fund allocations are met within each sector of the budget individually;
D. The schemes should promote equity in development among various social groups within Scheduled Castes/Scheduled Tribes and focused development of backward Scheduled Castes /Scheduled Tribes habitations. Special attention shall be paid to Scheduled Tribes residing in the Scheduled Areas;
E. The Nodal Agency shall ensure to give priority for infrastructure schemes such as construction of Residential School Buildings, Hostels Buildings, Community Halls / Ambedkar Vikaskendras and other works pertaining to community related civic works in the SC/ST habitations in the basic sectors as Education, Health & Social Sector, as per the gaps identified.
II. Preparation and Recommendation of SCSDF & STSDF -The schemes that fulfill the norms as laid Down in the Act, shall be recommended by the Nodal Agency for inclusion in the proposals of the departments and aggregated for placing before the State Council for Development of Scheduled Castes and Scheduled Tribes through the Finance Department, for consideration and approval as pre-budget process.
III. Reallocation-The Nodal Agency shall recommend re-allocation of budget allotted from departments, which are not in a position to incur expenditure, to other needy Departments or as may be necessary to ensure expenditure of funds allocated under the SCSDF/STSDF.
IV. Once the Nodal Agency approves the reallocations the file shall be circulated by Nodal Department directly to the Finance Department for ::
16 reallocation of funds. There is no need to circulate the files to all line departments.
V. Review and Monitoring: The Nodal Agency shall review and monitor the allocation, expenditure and implementation of SCSDF/STSDF.
VI. Identify and Overcome Impediments: The Nodal Agency shall identify impediments and suggest measures for overcoming them to ensure that all departments spend the funds earmarked for SCSDF/STSDF.
VII. Coordination: the Nodal Agency shall co-ordinate with the departments in the preparation of State Level and District Level Scheduled Castes & Scheduled Tribes Special Development Fund.
VIII. Transparency and Accountability: The Nodal Agency shall cause the maintenance of scheme wise, district wise, village wise and beneficiary wise details and through web portal for tracking the progress of the implementation, expenditure, output and outcome indicators as may be prescribed in Scheduled Castes & Scheduled Tribes Special Development Fund through CGG. The departments shall also upload the data of beneficiaries, works, habitations covered in the web portal.
IX. Evaluation of Studies: The Nodal Agency shall facilitate evaluation of the schemes being implemented under Scheduled Castes Special Development Fund / Scheduled Tribes Special Development Fund from time to time as required and facilitate analysis of improvement in Human Development Index against the projections for the State and District.
X. Annual Report: The Nodal Agency shall authorize the Nodal department to place before the State Legislature, an Annual Report on outcome of implementation of Scheduled Castes Special Development Fund /Scheduled Tribes Special Development Fund containing department-wise achievements and the unspent funds during the financial year under report. The report on STSDF to the extent of scheduled areas shall form part of the report regarding the administration of scheduled areas to be submitted to Governor in consultation with Telangana Tribes Advisory Council.
XI. The Nodal Agency for STSDF shall ensure special focus on the health and Girls protection in case of ST communities.
XII. Any other function as may be assigned by the Government from time to time.
4. The directions of the Nodal Agency in the implementation of its functions shall be binding on the department.

5. The Nodal Agency shall meet at least once in three months or as frequently as necessary
6. The Scheduled Castes Development Department / The Tribal Welfare Department shall act as the Nodal Department for assisting the Nodal Agency of SCSDF/ STSDF respectively to perform its functions. The Scheduled Castes Development Department/ The Tribal Welfare Department as Nodal Department shall constitute an Administrative and Technical Support Unit for assisting it in performing functions and discharge duties assigned to it in assisting the Nodal Agency.
7. The Scheduled Castes Development Department shall establish a Special Development Fund Research Centre to carry out studies and gap analysis for identifying priority areas of investment under the SCSDF. Similarly the Tribal Welfare Department shall establish a Special Development Fund Research Centre at TCR and TI to carry out studies and gap analysis for identifying priority areas of investment under the STSDF.
8. All the related departments shall prepare the SCSDF/STSDF for approval by the Nodal Agency and implement the SCSDF/ STSDF as per the directions of the Nodal Agency for SCSDF/STSDF.
10. Constitution of Administrative Technical Support Unit (ATSU)/ Special Development Fund Research Unit & Special Development Fund Support Units in other Major Departments.
Subject to the provisions there shall be an Administrative and Technical Support Unit in Nodal Department for Scheduled Castes Special Development Fund/ Scheduled Tribes Special Development Fund and Special Development Fund Research Unit under section (22).
The Nodal Departments shall constitute an administrative and Technical Support Unit and Research Unit for assisting it in performing functions and discharge duties assigned to it in assisting the Nodal Agency for SCSDF/STSDF.
Subject to the provisions there shall be a Special Development Fund support Unit at department level under section (23).
1. There shall be Special Development Fund Support units/ Cell in the major departments such as Rural Development, Housing, Agriculture and allied, Education, Drinking water, Health, Women and Child Development sector, Roads and Planning Department and other departments as per exigencies.
2. The unit shall be responsible for proper planning, monitoring, evaluation and research coordination by deputing regular staff from departments or by hiring professionals on Contract basis.

11. Constitution of District Monitoring Committees Subject to the provisions of sub-rule of (1) of Section No.24 there shall be District Monitoring Committee for SCSDF and STSDF and the composition shall be as follows There shall be (2) District Monitoring Committees separately for Scheduled Castes Special Development Fund (SCSDF) and for Scheduled Tribes Special Development Fund (STSDF).
The District Collector shall be the Chairman for both Committees, the District SC Development Officer shall be the Convenor for SC Committee and the Project Officer, ITDA/ District Tribal Development Officer shall be the convenor for ST Committee.

2. Special Invitee-The District Monitoring Committee may invite any person as deemed necessary as Special Invitee to its meetings.
3. Functions:
a. Implementation of Scheduled Castes Special Development Fund (SCSDF) and Scheduled Tribes Special Development Fund (STSDF): The District Monitoring Committee for SCSDF and STSDF shall review the implementation Scheduled Castes Special Development Fund (SCSDF) and Scheduled Tribes Special Development Fund (STSDF) in the district with line departments for ensuring conformity to the provisions of the Act.
b. Frequency of meetings: The District Monitoring Committee shall meet at least once in three months or as frequently as necessary.
c. Review and Monitoring: The District Monitoring Committee shall review and monitor the allocation, expenditure and implementation of SCSDF and STSDF in the district based on the scheme wise physical and financial targets communicated by the Nodal departments from time to time.
d. Monitor the Implementation of Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund: The District Monitoring Committee shall monitor the implementation of Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund to promote equity in the development among various social groups within Scheduled Castes and Scheduled Tribes and focused development of backward Scheduled Caste habitations and Tribal habitations, with special attention on Scheduled Tribes residing in scheduled areas.
e. Coordination: The District Monitoring Committee shall coordinate with the departments in the preparation of district level Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund.
f. Transparency and Accountability:
1. The District Monitoring Committee shall cause the maintenance of scheme wise, village wise and beneficiary wise details of both ::
20 physical and financial benefits and shall be placed in the web portal for tracking the progress of the implementation, expenditure, output and outcome indicators as may be prescribed in Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund and to submit the Annual Report to Nodal Agency.
2. The District Monitoring Committee shall facilitate Evaluation of the schemes implemented under Special Development Fund, as per the guidelines issued by the Nodal Department from time to time.
4. Any other function as may be assigned by the Government/Nodal Department/Nodal Agency of SCSDF and STSDF from time to time.
12. Procedure for Monitoring, Awareness, transparency & Accountability.
Subject to the provisions of section (25), each department shall take steps for ensuing effective implementation, awareness, mass contact program, and monitoring of SCSDF and STSDF.
1. The State Council and the Nodal Agency for SCSDF/ STSDF shall issue necessary directions and guidelines and instructions to the Nodal Departments, the line departments and the District Level Monitoring Committees on the following aspects for effective Implementation of SCSDF / STSDF.
2. Awareness and mass contact program: Kalajathas and other forms of audio-visual, Electronic & Printed publicity to be given for the programs taken up under SCSDF/ STSDF. For this purpose, certain portion of SCSDF/ STSDF fund may be allocated besides pooling up the grants available for publicity, awareness and other activities under various schemes.
3. Monitoring of SCSDF/ STSDF: The physical and financial progress under each scheme under SCSDF/STSDF shall be uploaded in the web portal and the Nodal Agencies shall take necessary steps to design appropriate monitoring formats for this purpose through CGG / Agency decided by the Govt.
Subject to the provisions of section (26) each department shall take steps for ensuing transparency and accountability in the implementation of Scheduled Castes Special Development Fund and Scheduled Tribes Special Development Fund.
1. Measures for ensuring transparency : Discussion and review on measures for ensuring transparency shall be a mandatory item on the agenda of the State Council and the Nodal Agency for SCSDF/ STSDF.
This includes discussion and issuing directions on tendering process, ::
21 procurement, regularity of internal audit, internal vigilance mechanism, and stringent action on the persons found responsible for financial irregularities.
2. Rewards for commendable performance: There shall be rewards for the departments/Officers for better planning, better targeting and timely and effective implementation of the SCSDF/ STSDF schemes
3. Penalties for delays and non performance: Wherever wilfull delays and poor performance are noticed in implementing the schemes under SCSDF/ STSDF, the Nodal Agency for SCSDF/ STSDF may identify the persons responsible through an objective verification and recommend to the competent authorities for taking appropriate disciplinary action.
4. Surprise visits and physical verification: The monitoring of SCSDF/ TSDF shall also include surprise visits, physical verification of the works, functioning of the institutions, progress reports etc.,
5. Concurrent Evaluation: The Nodal Agency may also take up concurrent evaluation of important schemes under SCSDF/ STSDF through Reputed Research Institutions, Universities and NGOs from time to time.
Subject to the provisions of Section (28), the Nodal Department for SCSDF and STSDF shall place the annual report on the implementation of SCSDF/STSDF to State Legislature.
1. The Nodal Department shall prepare the Annual Report on outcome of implementation of the SC and ST Special Development Fund containing department wise achievements and the unspent Funds during the financial year under report and place it before the Nodal Agency for SCSDF/ STSDF.
2. The Nodal Agency shall place it before the State Legislature.
3. The Nodal Department for STSDF shall also prepare the Annual Report on outcome of implementation of the Scheduled Tribes Special Development Fund containing department wise achievements and the unspent funds during the financial year under report to the extent of scheduled areas and place it before the Telangana Tribes Advisory Council.
4. The Nodal Department for STSDF shall include the annual report in the annual Agency Administration Report and submit to Government.
13. Constitution of Committee with Officials and Non Officials.
Subject to the provisions of section (31) The Government may constitute a committee consisting of such official and non-official members on such terms and conditions as may be prescribed to carry out the functions entrusted to it in connection with monitoring the implementation of the provisions under Act.

22 The Government shall take action to issue separate orders for constitution of the State level Committee/ District Vigilance Committee as required from time to time in order to monitor the implementation of schemes at grass root level with following composition.

b) Suggest measures for bridging the gaps, if any and also any other new reforms suitable for proper and effective implementation of the schemes.
