(1) Every contract made by the 25[Vice-Chairman and Housing Commissioner] on behalf of the Board shall, subject to the provisions of this section, be entered into in such manner and form as may be prescribed.
(2) A contract not executed as provided in this section and the rules made thereunder shall not be binding on the Board.
16. Unless otherwise provided in this Act or prescribed thereunder 26[the provisions of the Service Rules for the time being in force in the State] relating to salaries, leave, pensions, travelling allowance, retirements and all conditions of service and the rules for the time being in force relating to the conduct of Government servants and enquiries into the conduct and punishment of Government servants, shall apply to the officers and servants of the Board appointed under section 17.
