(1) Every recognised union shall have such rights as specified in the Second Scheduled to this Act.
(2) Every union other than the recognised union shall have such rights as specified in the Third Schedule to this Act.
20. Every employer of an establishment shall abide by such obligation as specified in the Fourth Schedule to this Act.

21. If any doubt arises as the interpretation of any or all of the provisions specified in the Second, Third and Fourth Schedules to this Act, the same shall be referred to the Commissioner of Labour, whose decision thereon shall be final.
