(1) The Board shall, prepare and submit to the Government every year before such date as may be prescribed a programme of works containing prescribed particulars of schemes, undertakings and works which the

(2) The Government shall consider such programme and may-
(a) sanction the programme;
(b) add to, alter or modify the programme and sanction the programme so added to, altered or modified, or remit the same to the Board for re-consideration and submission to the Government with the report of the Board.

14. In the exercise of 24[their powers] and in discharge of 24[their functions] under this Act, 24[the Board and the Chief Executive Officer] shall be bound by such directions as the Government may give 24[to them]:
