(1) The Government may, by notification, constitute as many Tribunals as may be necessary for the purposes of this Act, and shall specify in such notification, the jurisdiction of each such Tribunal.
(2) Each Tribunal constituted under sub-section (1) shall consist of not more than three members, of whom one shall be a person who holds or has held a civil post under the State, not below the rank of a Deputy Collector, or a person who holds or has held or is qualified to hold the post of a District Munsif; and such person shall be the Chairman of the Tribunal.
(3) The Government may, from time to time, likewise reconstitute any Tribunal consitituted under sub-section (1) or may at any time abolish such Tribunal.
(4) The quorum to constitute a meeting of the Tribunal and the procedure to be followed by it shall be such as may be prescribed.
(5) No act or proceeding of any such Tribunal shall be deemed to be invalid by reason only of the existence of any vacancy among its members or any defect in the constitution or reconstitution thereof.
