(1) If the expenditure incurred by the Government or by any other municipality to which this Act applies or by any other local authority in the State for any purpose authorized in the manner prescribed so as to benefit the inhabitants of a municipality, the Municipal Council may, with the sanction of the Government, make a contribution towards such expenditure.
(2) The Government may direct a council to show cause, within a month after receipt of the order containing the direction, why any contribution described in sub-section
(1) should not be made.
(3) If the council fails to show cause within the said period to the satisfaction of the Government, the Government may direct it to make such contribution as they may specify and it shall be paid accordingly.
