[If any difficulty arises in giving effect to the provisions of this Act, or of the principal Act in the territories to which the principal Act is extended by this Act, the State Government may, after previous publication, by order in the Telangana Gazette, make such provisions or give such directions not inconsistent with the purposes of this Act or of the principal Act, as appear to them to be necessary or expedient for removing the difficulty.]
