ORDER: The following notification will be published in the Andhra Pradesh Gazette: NOTIFICATION In exercise ofthe powers conferred by the proviso to article 309 of the Constitution of India, and all other powers hereunto enabling _the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh State and Subordinate Service­ Rules, 1996, issued in G.O.Ms.No.436 G.A.(Ser.D) Department dated 15 th October, 1996 and as subsequently amended from time to time.

2. The amendments hereby made shall be deemed to have come into force with effect from 14.02.2003. AMENDMENTS -In the said rules,­

1.(1) In rule 6(b), the following shall be inserted as first proviso, namely,­ "Provided that for promotion in respect of Scheduled Caste and Scheduled Tribe candidates only, the zone of consideration in theratio of I :3, shall not be applicable in respect ofposts whose total cadre strength is more than five" , r· (PTO) ­ 11211

(2) After inserting the above proviso,­

(a)� In the second proviso, for the words "provided� that" the words "provided further that'~ shall be".� substituted.""� ~. i

(b) In the third proviso, for the words "provided further that" the'words "provided also that" shall be substituted. . II. In rule 22,­ (I) for clause (ii) of sub-rule (I) the following shall be substituted, namely,­

(ii)"otherwise than by direct recruitment . the principle of reservation' in the matter of promotion and appointment by transfer involving promotion in so far it relates to Scheduled Castes and Scheduled Tribes only shall apply to such services, Class or Category whose total cadre strength of the post is more than five".

(2)for ,sub-rule 2(a) ,the following shall be substituted, namely,­ 2(a) The unit 0 f appointment for the purpose of direct recruitment shall be hundred vacancies ofwhich fifteen shall be reserved for Scheduled Castes, six shall be reserved for Scheduled Tribes, twenty five shall be reserved for Backward Classes and the remaining fifty four appointments shall be made on the basis ofopen competition and subject to rule 22-A of these rules. 2(a)(i) The unit of appointment for the purpose of reservation in the matter of promotion and appointment by transfer involving promotion shall be h1Uldred vacancies of which fifteen shall be reserved for Scheduled Castes and six for Scheduled Tribe employees as per the roster points in Sub­ rule 2(e). A.� In the case of appointmentslpromotions to the posts 'referred to in clause 2(a)(i) above, the panels of eligible . candidates� for promotion, ;,the names of eligible Scheduled Caste 'and Scheduled Tribe employeeSfrom the feeder Category have to be shown against the roster points earmarked for them irrespective of their seniority position in the feeder category. Contd ... 113 II� B.� If a Scheduled Caste and Scheduled Tribe employee gets a� higher place in the eligible candidates list by virtue of his� seniority in the feeder category hen eed n ot be adjusted in a� lower position which is eaimarked for an ~9heduled<,:aste and� Scheduled Tribe employees as per· roster sYs'tem. Such rosfyT� point has to be filled up by moving up an Scheduled Caste and� Scheduled Tribe employees who is below in the seniority list in� the feeder category.� C.� Filling up the roster points shall continue till the required� percentage of Scheduled Caste and Scheduled Tribe candidates� is obtained. Once the required percentage is obtained by taking� into account b oth the Scheduled Caste and Scheduled Tribfi"~ candidates who are found in the list of candidates fit for� .promotion on account of their seniority in the feeder category and those who are moved up to fill up the required roster point; further adjustment of Scheduled Caste and Scheduled Trib(: em~jbyees against roster point has to be stopped. D.� Unlltilised roster points after the required Scheduled Caste and� Scheduled Tribes percentage is met, shall lapse. '� E.� If n,quired number of Scheduled Caste and Scheduled Trib~ employees are not available in the feeder category to obtain the� reqllired representation in the promotion category.ThQ� vacancies earmarked for Scheduled Caste and SchepuledTribe� empfoyees according to the roster points will .be carried� forwjITd. .
