If, in the opinion of the Urban Local Body (ULB), a Town Vending Committee persistently makes defaults in the performance of its duties imposed on it under the Act and these rules or exceeds or abuses its powers, the Urban Local Body may, by order, dissolve such Town Vending Committee and constitute a fresh Town Vending Committee.
