Section 29: Repeal and savings.

(1) The Andhra Pradesh (Andhra Area) Sugar Factories Control Act, 1949 (Act XX of 1949), the Andhra Pradesh (Telangana Area) Sugar-cane Cess Act, 1953 (Act IX of 1953), and the Madras Sugar Factories Control Act, 1949 (Madras Act XX of 1949) as in force in the territories specified in the First Schedule to the Andhra Pradesh and Madras (Alteration of Boundaries) Act, 1959 (Central Act 56 of 1959), are hereby repealed:

Provided that such repeal shall not affect the previous operation of the Acts so repealed or any right, title, obligation or liability already acquired, accrued or incurred thereunder and subject thereto anything done or any action taken in the exercise of any power conferred by or under the Acts, so repealed, shall be deemed to have been done or taken in the exercise of the powers conferred by or under this Act, as if this Act were in force on the date on which such thing was done or action was taken.

(2) Notwithstanding anything in sub-section (1),-

(a) the Advisory Committee constituted under Act XX of 1949, so repealed shall continue to exercise all powers and perform all functions conferred or imposed on it by or under this Act, until a committee is constituted in accordance with the provisions of this Act.

(b) any application, appeal or other proceeding made or preferred to any officer or authority under the Acts so repealed and pending at the commencement of this Act shall, after such commencement, be transferred to and disposed of by the officer or authority who would have had jurisdiction to entertain such application, appeal or proceeding under this Act if this Act had been in force on the date on which such application, appeal or proceeding was made or preferred.
