(1) The trust shall consist of,-
(a) a chairman appointed by the *[State Government];
(b) persons elected by the members of the municipal council or other local authorities or both; and
(c) persons appointed by the *[State Government] either by name or by virtue of their office.
(2) The trust may also include representatives of railway, tramway or other transport companies, chambers of commerce, co-operative societies and similar bodies or associations, either elected or nominated by them.
(3) The *[State Government] shall fix the strength of the trust, the number of trustees to be elected under clause (b)

38 [Act No.VII of 1920] of sub-section (1), the local authorities by whom they shall be elected, the number of trustees to be appointed by the *[State Government] under clause (c) of sub-section (1) and the number of trustees to be elected or nominated under sub-section (2) and the bodies or associations by whom they shall be elected or nominated: Provided that the number of trustees appointed by the *[State Government] shall not exceed one-third of the sanctioned strength.
87[(4) The term of office of every trustee, including the Chairman, shall be for such period as the State Government may, from time to time, specify in this behalf, commencing on and from the date of appointment, election or nomination, as the case may be; so however, that the maximum term of office shall not exceed five years:
Provided that it shall be open to the State Government to reduce the period specified by them as aforesaid at any time during the term of office of any such trustee,-
(a) in the case of a person who is appointed as the chairman or trustee while being a member of a civil service of the State or holding a civil post under the State, on his ceasing to be such member of the civil service or holder of the civil post under the State, by attaining the age of superannuation or otherwise; and
(b) in the case of any person who is elected or nominated as a trustee under this section to represent any body or authority, on his ceasing to represent the body or authority which elected or nominated him.]
