(1) Every rig owner shall register his machinery with the Authority in such manner and on payment of such fee as may be prescribed.

(2) Every rig owner or operator shall follow the instructions issued by the Authority from time to time.

15[(3) In respect of Agricultural Lands for irrigation purpose every rig owner or operator shall obtain a feasibility certificate regarding availability of water in the selected site from the Ground Water Department or from the experts registered with the Ground Water Department. The rig owner or operator shall also insure the proposed bore well before taking up of the drilling work so that no financial burden falls on the farmer in the case of failure of water in the bore well.]
