-cft.tt. ~. mer [M~l4rt-IH/4/3TBT./187 ~/15] ~: ~~ f4r-14J.J ~ ~ ~ # ~ zj-_ ~.Pf:srr.ttr -{ tt ittt:r,-cft/aITT:/01/2010 mfnsr 7 ~, 2010 ~ 3fm-:f ~ ~ TfD: ~ I MINISTRY OF POWER (CENTRAL ELECTRICITY AUTHORITY) NOTIFICATION New Delhi, the 6th April, 2015 No. 502/11/DP&D/2015.-Whereas, the draft of the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Amendment Regulations, 2014 were published, under sub-section (3) of section 177 of the Electricity Act, 2003 (36 of 2003) read with rule 3 of the Electricity (Procedure for previous Publication) Rules, 2005, on 28th December, 2014 inviting suggestions or objections from persons likely to be affected thereby within the period specified in the publication;
And whereas, the said period has expired on 10th February, 2015;
And whereas, suggestions and objections received from the public in response to the said publication have been considered by the Authority.
Now, therefore, in exercise of the powers conferred by sub-section (2) of section 177 of the Electricity Act, 2003 ( 36 of 2003), the Central Electricity Authority, hereby makes the following regulations to amend the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2010, namely:- 4 THE GAZETTE OF INDIA: EXTRAORDINARY [PART HI-SEc.'4] l. Short title and commencement.--( 1) These regulations may be called the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Amendment Regulations, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. in the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2010, -
(a) in regulation 74, for sub-regulation ( 4), the following sub-regulation shall be substituted, namely:- "( 4)The DSS with dry type transfonner can be used for rooftop installation provided that the building is suitable for bearing the load and adequate fencing or isolation arrangement is ensured." ;
(b) in regulation 75,-
(i) for sub-regulation (2), the following sub-regulation shall be substituted, namely:- ''(2) The transfonner can be oil filled, or dry type depending on requirements and shall be as per the Central Electricity Authority (Measures relating to Safety and Electricity Supply) Regulations
2010."; ,
(ii) in sub-regulation (4), for clauses (a), (b) and (c), the following clauses shall be substituted, namely:- maximum losses at 100% and 50% loading shall be calculated by linear interpolation method from the corresponding values of immediately above and below the transfonners under consideration and the losses allowed at 50% and 100% loading shall be calculated as follows:
Lo so%= KQ= K1 X[ L2(so%) - Li(SO%)] + [Li ] cso¾) K2-K1 Lo 100% = &- K1 X [ L2000%) - L1(100%)] + [ L1] (100%) K2-K1 Where K0 = kV A rating of the transformer under consideration K1 = kVA rating of transformer below Ko rating K2 = kVA rating of transformer above Ko rating Lo = Maximum losses ofK0 transfonner at 50% (or 100%) loading L 1 = Specified losses for K1 rating transformer at 50%( or 100%) loading L2 = Specified losses for K2 rating transformer at 50%(or 100%) loading.
( c) In all other cases, the efficiency of the oil filled distribution transfonners shall not be less than the figures given below:
At 50% loading At 100% loading Below 16 kVA 98.0% 97.0% ,, .

(iii) for sub-regulation (6), the following sub-regulation shall be substituted, namely:- "( 6) The standard ratings of distribution transformers shall be as per relevant Indian Standards depending on requirement. " ;
(iv) sub-regulations (7) and (8) shall be omitted. ;
(v) for sub-regulation (9), the following sub-regulation shall be substituted, namely:- "(9) Any rating other than the ratings mentioned in relevant Indian Standard can also be chosen based upon technical and economic considerations.'' ;
(vi) sub-regulation (i 0) shall be omitted. ;
(<qrll m-~ 4 J ( c) in regulation 76,-
(i) for sub-regulation (1 ), the following sub-regulation shall substituted, namely:- " ( l) Tapping shail be provided as per relevant Indian Standards.'' ;
(ii) sub-regulations (2) and (3) shall be omitted. ;
(d) in regulation 77,-
(i) for sub-regulation (1 ), the following sub-regulation shall be substituted, namely:- "( 1) The mounting of transformers shall be as per relevant Indian Standards.'' ;
{ii) sub-regulations (2) and (3) shall be omitted. ;
(e) in regulation 81, for sub-regulation (1), the following sub-regulation shall be substituted, namely:- 5 "( l) earthing shall preferably be provided for the DSS complying with relevant Indian Standards Central Electricity Authority (Measures relating to Safety and Electricity Supply) Regulations 2010 and 3 earth pits with three grounding electrodes shall be provided.";
(f) in regulation 106, for sub-regulation (2), the following sub-regulation shall be substituted, namely:- ·'(2) Aiuminum Conductors Steel Reinforced (ACSR) or equivalent AH Aluminum A.Hoy Conductors (AAAC), All Aluminum Conductor (J\AC), Aluminum Alloy Conductor Stee1 Reinforced {A .. ACSR) vr v~~iCi. ii.~1-"¥ c.onductors coinplyin.g \rVith rele\lant IS or TPr nr nthPr intP.rn~tinn~1 standards specifications shall used according to requirement.'' .
