Transaction of Business of the Govt of NCT of Delhi Rules 1993Central Rules · 1992

(1) All contracts in connection with the administration of Capital shall be expressed to be made by the President and shall be executed on behalf of the President by such person and in such manner as he may direct or authorise under article 299 of the Constitution.

(2) A person authorised to execute and sign contracts referred to in sub-rule(1) shall execute such contracts within the financial powers delegated to him. In all cases involving exercise of financial powers in excess of those delegated to him, such contracts shall be executed after obtaining the sanction of the competent authority.
