Whoever contravenes any of the provisions of this Act or of any rules shall, if no other penalty is elsewhere provided in this Act or the rules for such contravention, on conviction, be punished with fine which may extend to one hundred rupees and in the case of continuing offence to a further fine of twenty-five rupees in respect of each day on which the offence continues after such conviction.
