If any- Collector, or Magistrate empowered to try offences punishable under this Act, upon information received and after such inquiry (if any) as he thinks necessary has reason to believe that any offence punishable under section 45, section 48, section 54 or section 55 has been or is likely to be, committed or abetted, he may issue a warrant to search for — any intoxicant material, steel, utensil, implement, or apparatus in respect of which the alleged offence has been, or is likely to be committed or abetted or any document, which throws or is 32 likely to throw any light on the alleged offence.
