(2) In case of any designated ofiicer who is a habitual and wilfirl defaulter.
without any reasonable cause and persistently failed to receive an application or has failed to provide service within the slipulaled time or identionally denied the request for the service or delayed inordinately, the head of the Public Authoriry concemed shall be competed to take app.opriate disciplin ry action after recording a finding to this effect buf nol before giving a show cause notice and opporlunity oI hearing to the defaultrng oflcer.
(4) If. any Desispated officer or Conpetent officer or Appellate Authority fails ro detiver the Citizen related service or dispose appeals wi$in the stipr ated time for more lhrn seven times, he shall subject to enquiry by the concemed disciplina'y Anthorily and if found euilry. prepare a repon asaiDst the concemed otrcer and $rbnit it to the Govemment. The State Govemment after considering the report shall take action Bithin one monti from tbe date of receipt of the repon."
