(1) Subject to the provisions of section 9, the term of office of the members nominated or elected under section 4 or section 5 shall be for three years commencing from the date of the first meeting of the Council after its first constitution or any subsequent periodical reconstitution, as the case may be.
(2) The term of three years referred to in sub section (1) shall be held to include any period which may elapse between the expiry of the said period of three years and the date of the first meeting of the Council following its reconstitution at which a quorum is present.
