i 0) If any lessee or permit holder files ‘wrong returns or maintain incorrect accounts or fails to issue challans, he shall be liable to penalty of a sum of Rupees three thousand _ ‘and also be liable to have his mining lease terminated or mining permit cancelled, provided that before final orders are passed by the competent authority, he shall be given a reasonable opportunity of showing cause against the same.

(2) If any lessee or permit holder fails to file the return as:specified in-rule 41(3) within the prescribed period, he shall be liable to pay as penalty a sum, of Rupees twenty for every day after expiry of the prescribed date during the paring. the lessee or. permit holder fails to furnish the required return.
