(1 ) A Municipality with the approval of the State Government may Power to establish a toll bar and levy tolls on any bridge or at any place adjacent to establish Toll any bridge and tolls may be levied from vehicles, carriages, carts and Bar.
animals passing over such bridges for the .purpose of recovering the expenses incurred in constructing or maintaining, repairing such bridge for a period not exceeding 5 years since the date of construction or repairs :
Provided that no toll shall be levied and collected for passage of any vehicle, carriage, cart or animal of the Central or State Government or any local authority.
( 2 ) A Municipality may grant a lease of toll-bar for such period and in such manner as may be determined in the regulati 3n on payment of a lumsum annual toll collected by the lessee.
