When a vacancy occurs or is likely to occur in the membership in the board, the Chairperson shall submit a report to the State Governn1ent and on receipt of such report. the State Government may be notification, nominate a person to fill the vacancy and the person so non1inated shall hold office for the reminder of the term of office of the member in whose place he is non1inated
