(2) के ख᭛ ड (घ) के साथ पᳯठत उप-धारा (1) ᳇ारा ᮧद᭜ त शिᲦयᲂ का ᮧयोग करते ᱟए, के᭠ ᮤ सरकार एतारा, िव᭫ विव᳒ालय अनुदान आयोग (भतᱮ) िनयमावली, 1983 और िव᭫ विव᳒ालय अनुदान आयोग (भतᱮ) िनयमावली, 1993 तथा उनके संशोधनᲂ जोᳰक िव᭫ विव᳒ालय अनुदान आयोग मᱶ कितपय पदᲂ अथाᭅत् संयु त सिचव, उप सिचव, किन᭬ ठ सांियकᳱय अिधकारी, वᳯर᭬ ठ सांियकᳱय सहायक, आशुिलिपक, अवर ᮰णेी िलिपक एवं म᭨टी टाᳲ᭭कग ᭭टाफ (एमटीएस) कᳱ भतᱮ कᳱ पित को िविनयिमत करते ह,ᱹ के अिधᮓमण मᱶ िन᭥ निलिखत िनयमावली बनाती ह:ै-
(1) लघ ुशीषᭅक और आरंभ- I. इन िनयमᲂ को िव᭫ विव᳒ालय अनुदान आयोग भतᱮ िनयमावली, 2016 कहा जाएगा। II. यह शासकᳱय राजपᮢ मᱶ उनके ᮧकाशन कᳱ तारीख से ᮧवृ᭜ त हᲂगे।
(2) लाग ूहोना- ये िनयम इस िनयमावली के साथ संल न अनुसूची के कॉलम 1 मᱶ िन᳸द᭬ ट पदᲂ पर लागू हᲂगे।
(3) पदᲂ कᳱ सं या, वगᱮकरण और वतेनमान- पदᲂ कᳱ सं या, उनका वगᱮकरण तथा उनके साथ संल न वेतनमान, उ त अनुसूची के कॉलम 2 से 4 मᱶ यथा िन᳸द᭬ ट हᲂगे।
(4) भतᱮ कᳱ पित, आय ुसीमा तथा अ᭠ य अहᭅताएं आᳰद- उ त पदᲂ कᳱ भतᱮ कᳱ पित, आयु-सीमा, अहᭅताएं तथा उनसे जुड़े अ᭠ य संब मामल,े उक् त अनुसूची के कॉलम 5 से 12 मᱶ यथा िन᳸द᭬ ट हᲂगे। 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(5) अपाᮢता-
(i) कोई भी ᭪ यिᲦ अनुसूची मᱶ उि᭨लिखत पदᲂ पर भतᱮ के िलए अहᭅताᮧा᭡ त नहᱭ होगा यᳰद वह भारत का नागᳯरक नहᱭ ह ैअथवा ᭪ यिᲦयᲂ के ऐसे वगᭅ से संबंिधत ह ैजो समय-समय पर इस संबंध मᱶ के᭠ ᮤ सरकार ᳇ारा अिधसूिचत ᳰकए जाएं।
(ii) कोई भी ᭪ यिᲦ- (क) िजसने पहले से िववािहत ᳰकसी ᭪ यिᲦ/मिहला से िववाह ᳰकया ह;ै अथवा (ख) िजसका पित/प᭜ नी जीिवत ह ैऔर उसके ᳰकसी अ᭠ य ᭪ यिᲦ/मिहला से िववाह ᳰकया ह,ै उ त पदᲂ मᱶ से ᳰकसी भी पद पर िनयुिᲦ के िलए पाᮢ नहᱭ होगा। बशतᱷ ᳰक के᭠ ᮤ सरकार यᳰद ऐसे ᭪ यिᲦ को लाग ूपसᭅनल लॉ के अतंगᭅत ऐसा िववाह और िववाह के िलए दसूरा पᭃ ᭭ वीकायᭅ ह ैऔर ऐसा करने के िलए अ᭠ य आधार ह,ᱹ पर संतु᭬ ट होती ह,ै तो इस िनयम के ᮧचालन से ᳰकसी ᭪ यिᲦ को छूट दे सकती ह।ै
(6) ᭪ यावृिᱫ - इस िनयमावली से अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, भूतपूवᭅ सैिनकᲂ तथा िवकलांग ᭪ यिᲦयᲂ को के᭠ ᮤ सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी ᳰकए गए आदेशᲂ के अनुसार ᮧदान ᳰकये जाने वाले आरᭃण, आयु- सीमा मᱶ छूट तथा अ᭠ य अपेिᭃत छूटᱶ कुछ भी ᮧभािवत नहᱭ हᲂगी।
(7) ᳞ाया- यᳰद इस िनयमावली कᳱ ᳞ाया के संबंध मᱶ कोई ᮧ᭫ न उठता ह ैतो उसका िनणᭅय के᭠ ᮤ सरकार ᳇ारा ᳰकया जाएगा। िव᭫ विव᳒ालय अनदुान आयोग मᱶ सयंु त सिचव के िलए भतᱮ िनयम अनसुचूी पद का नाम पदᲂ कᳱ सं या वगᱮकरण वेतन बᱹड एवं ᮕेड पे/ वेतनमान या ये चयन पद ह ᱹअथवा गैर-चयन सीधी भतᱮ के िलए आय-ुसीमा 1 2 3 4 5 6 संयु त सिचव 17 *(वषᭅ 2014) समूह ‘क’ वेतन - बᱹड-4 ᱨ.37400-67000 के साथ ᮕेड पे ᱨ.8700 चयन 50 वषᭅ (के᭠ᮤ सरकार, रा᭔य सरकार, िव᳡िव᳒ालयᲂ, ᭭वायᱫ िनकायᲂ के कमᭅचाᳯरयᲂ और अ.जा. / अ.ज.जा. / अ.िप.व./ िवकलांग और कᱶ ᮤ सरकार ᳇ारा समय- समय पर जारी आदशेᲂ / िनदᱷशᲂ के अंतगᭅत अ᭠य िवशेष ᮰ेणी के उ᭥मीदवारᲂ को पांच वषᭅ तक कᳱ छूट) सीधी भतᱮ वालᲂ के िलए अपेिᭃत शैिᭃक तथा अ᭠ य अहᭅताएं या सीधी भतᱮ वालᲂ के िलए िनधाᭅᳯरत आयु और शैिᭃक अहᭅता, पदो᭠ नित के मामले मᱶ भी लागू होगी पᳯरवीᭃा अविध, यᳰद कोई हो भतᱮ कᳱ पित या ये सीधी भतᱮ अथवा पदो᭠ नित ᳇ारा अथवा ᮧितिनयुिᲦ/ िवलयन ᳇ारा ह ैऔर िविभ᭠ न पितयᲂ से भरी जान े वाली ᳯरिᲦयᲂ कᳱ ᮧितशतता 7 8 9 10 अिनवायᭅ:
1. ᳰकसी भी िवषय मᱶ डॉ टरेट के साथ ᭭ नातको᭜ तर िडᮕी मᱶ ᮧथम या ि᳇तीय ᮰ेणी;
2. उ᭒ चतर िशᭃा मᱶ िव᭫ विव᳒ालय या कॉलेज हां 2 वषᭅ (सीधी भतᱮ के िलए) 75 ᮧितशत पदो᭠ नित ᳇ारा (इसके न होने पर ᮧितिनयुिᲦ ᳇ारा) और 25 ᮧितशत सीधी भतᱮ ᳇ारा ¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 अथवा शैिᭃक ᮧशासन मᱶ ᭠ यूनतम 12 वषᭅ का पढ़ाने/अनुसंधान का अनुभव 3(i) मूल कैडर/ िवभाग मᱶ िनयिमत आधार पर अनुᱨप पद धारण करने वाला अथवा 3(ii) मूल कैडर/ िवभाग मᱶ पे बᱹड-3 (ᱨ.15600- 39100) के साथ ᮕेड पे ᱨ.7600 या समकᭃ मᱶ िनयिमत आधार पर िनयुिᲦ के बाद इस ᮕेड मᱶ 5 वषᭅ कᳱ सेवा ᮧदान कᳱ हो। पदो᭠ नित/ ᮧितिनयुिᲦ/ िवलयन ᳇ारा भतᱮ के मामले मᱶ वह ᮕेड िजससे यह पदो᭠ नित/ ᮧितिनयुिᲦ/ िवलयन ᳰकया जाना है या कोई िवभागीय पदो᭠ नित सिमित अि᭭त᭜ व मᱶ है, इसकᳱ संरचना या है ऐसी पᳯरि᭭थितया ं िजनमᱶ संघ लोक सेवा आयोग से भतᱮ करने मᱶ परामशᭅ ᳰकया जाना है 11 12 13 पदो᭠ नित: आयोग मᱶ उप सिचव के पद पर इस ᮕेड मᱶ लगातार 5 वषᭅ कᳱ िनयिमत सेवा ᮧितिनयिुᲦ पर ᭭ थानातंरण (क): के᭠ ᮤ ीय सरकार, रा᭔ य सरकार, िव᭫ विव᳒ालय और ᭭ वाय᭜ त िनकायᲂ के अंतगᭅत अिधकारी;
(i) मूल कैडर/िवभाग मᱶ िनयिमत आधार पर अनुᱨप पद धारण ᳰकया हो अथवा
(ii) मूल कैडर/िवभाग मᱶ वेतन बᱹड-3 (ᱨ.15600-39100) के साथ ᮕेड पे ᱨ.7600 या समकᭃ मᱶ िनयिमत आधार पर िनयुिᲦ के बाद इस ᮕेड मᱶ 5 वषᭅ कᳱ सेवा ᮧदान कᳱ हो। और (ख) िन᭥ निलिखत अहᭅता रखता हो:
शैिᭃक ᮧशासन मᱶ 5 वषᭅ का अनुभव। नोट: (i) ᮧितिनयुिᲦ कᳱ अविध िजसमᱶ ᳰकसी अ᭠ य बा᳭ कैडर पद मᱶ ᮧितिनयुिᲦ कᳱ अविध शािमल ह ैऔर जो इस िनयुिᲦ से ठीक पहले ह ै तथा यह इसी या ᳰकसी अ᭠ य संगठन/के᭠ ᮤ सरकार के ᳰकसी िवभाग मᱶ है, आमतौर पर 5 वषᭅ से अिधक नहᱭ होगी
(ii) ᮧितिनयिुᲦ पर िनयुिᲦ हतेु अिधकतम आयु सीमा आवेदन कᳱ ᮧाि᳙ कᳱ अंितम तारीख के अनुसार 56 वषᭅ से अिधक नहᱭ होनी चािहए। डीपीसी अथवा चयन सिमित का गठन
(i) अ᭟ यᭃ, यूजीसी - अ᭟ यᭃ
(ii) उपा᭟ यᭃ, यूजीसी;
(iii) अ᭟ यᭃ, यूजीसी ᳇ारा आयोग के दो नािमत-सद᭭ य;
(iv) के᭠ ᮤ ीय सरकार का एक ᮧितिनि़ध लागू नहᱭ * कायᭅभार पर िनभᭅर पᳯरवतᭅन पर आधाᳯरत। िजस वषᭅ मᱶ सूचक सं या मौजदू ह ैउ᭠ हᱶ को᭬ ठक मᱶ ᳰदया जाना चािहए। िव᭫ विव᳒ालय अनदुान आयोग मᱶ उप सिचव के िलए भतᱮ िनयम अनसुचूी 1 2 3 4 5 6 उप सिचव 16 *(वषᭅ 2014) समूह ‘क’ वेतन-बᱹड-3, ᱨ.15600-39100 के साथ ᮕेडपे ᱨ.7600 चयन 45 वषᭅ (के᭠ᮤ सरकार, रा᭔य सरकार, िव᳡िव᳒ालयᲂ, ᭭वायᱫ िनकायᲂ के कमᭅचाᳯरयᲂ और अ.जा. / अ.ज.जा. /अ.िप.व./ िवकलांग और कᱶ ᮤ सरकार ᳇ारा समय- समय पर जारी आदशेᲂ / िनदᱷशᲂ के अंतगᭅत अ᭠य िवशेष ᮰ेणी के उ᭥मीदवारᲂ को पांच वषᭅ तक कᳱ छूट) 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 7 8 9 10 अिनवायᭅ:
1. अ᭒ छे अकादमी ᳯरकाडᭅ के साथ मा᭠ यताᮧा᭡ त िव᭫ विव᳒ालय से ᮧथम ᮰ेणी मᱶ ᭭ नातको᭜ तर िडᮕी;
2. उ᭒ चतर िशᭃा मᱶ िव᭫ विव᳒ालय या कॉलेज अथवा शैिᭃक ᮧशासन मᱶ ᭠ यूनतम 7 वषᭅ का पढ़ाने/अनुसंधान का अनुभव 3(i) मूल कैडर/िवभाग मᱶ िनयिमत आधार पर अनुᱨप पद धारण ᳰकया हो; अथवा 3(ii) मूल कैडर/िवभाग मᱶ पे बᱹड-3 (ᱨ. 15600-39100) के साथ ᮕेड पे ᱨ. 6600/- या समकᭃ मᱶ िनयिमत आधार पर िनयुिᲦ के साथ-साथ इस ᮕेड मᱶ 5 वषᭅ कᳱ सेवा ᮧदान कᳱ हो;
वाछंनीय ᳰकसी भी िवषय मᱶ डॉ टरेट हां 2 वषᭅ (सीधी भतᱮ के िलए) 75 ᮧितशत पदो᭠ नित ᳇ारा (इसके न होने पर ᮧितिनयुिᲦ ᳇ारा) और 25 ᮧितशत सीधी भतᱮ ᳇ारा 11 12 13 पदो᭠ नित: आयोग मᱶ अवर सिचव अथवा िशᭃा अिधकारी के ᮕेड मᱶ लगातार 5 वषᭅ कᳱ िनयिमत सवेा के साथ; पदो᭠ नित मᱶ िशᭃा अिधकारी/ अवर सिचव कᳱ पर᭭ पर वᳯर᭬ ठता संबंिधत ᮕेड मᱶ लगातार िनयिमत सेवा के आधार पर मानी जाएगी। ᮧितिनयिुᲦ पर ᭭ थानातंरण (क): के᭠ ᮤ ीय सरकार, रा᭔ य सरकार, िव᭫ विव᳒ालय और ᭭ वाय᭜ त िनकायᲂ के अंतगᭅत अिधकारी;
(i) मूल कैडर/िवभाग मᱶ िनयिमत आधार पर अनुᱨप पद धारण ᳰकया हो; अथवा
(ii) मूल कैडर/िवभाग मᱶ बᱹड-3 (ᱨ. 15600-39100) के साथ ᮕेड पे ᱨ. 6600 या समकᭃ मᱶ िनयिमत आधार पर िनयुिᲦ के बाद इस ᮕेड मᱶ 5 वषᭅ कᳱ सेवा ᮧदान कᳱ हो और (ख) िन᭥ निलिखत अहᭅता रखता हो:
शैिᭃक ᮧशासन मᱶ 5 वषᭅ का अनुभव नोट: (i) ᮧितिनयुिᲦ कᳱ अविध िजसमᱶ ᳰकसी अ᭠ य बा᳭ कैडर पद मᱶ ᮧितिनयुिᲦ कᳱ अविध शािमल ह ैऔर जो इस िनयुिᲦ से ठीक पहले ह ैतथा यह इसी या ᳰकसी अ᭠ य संगठन/के᭠ ᮤ सरकार के ᳰकसी िवभाग मᱶ है, आमतौर पर 4 वषᭅ से अिधक नहᱭ होगी
(ii) ᮧितिनयिुᲦ पर िनयुिᲦ हतेु अिधकतम आयु-सीमा आवेदन कᳱ ᮧाि᳙ कᳱ अंितम ताᳯरख के अनुसार 56 वषᭅ से अिधक नहᱭ होनी चािहए।
(i) अ᭟ यᭃ, यूजीसी -अ᭟ यᭃ
(ii) अ᭟ यᭃ, यूजीसी ᳇ारा आयोग के दो नािमत सद᭭ य;
(iii) एक बा᳭ िवशेष᭄ (यूजीसी अ᭟ यᭃ ᳇ारा नािमत ᳰकया गया);

(क) के᭠ᮤ सरकार के अधीन अिधकारीः
(i) मूल कैडर/िवभाग मᱶ िनयिमत आधार पर अनुᱨप पद धारण ᳰकया हो; अथवा
(ii) मूल कैडर/िवभाग मᱶ वेतन बᱹड-2 (ᱨ.9300-34800) के साथ ᮕेड पे ᱨ.4200 या समकᭃ मᱶ िनयिमत आधार पर िनयिुᲦ के बाद इस ᮕेड मᱶ आठ वषᭅ कᳱ सेवा ᮧदान कᳱ हो (अथवा मूल कैडर/िवभाग मᱶ वेतन बᱹड-2 (ᱨ.9300-34800) के साथ ᮕेड पे ᱨ.4600 या समकᭃ मᱶ िनयिमत आधार पर िनयुिᲦ के बाद इस ᮕेड मᱶ तीन वषᭅ कᳱ सेवा ᮧदान कᳱ हो और (ख) िन᳜िलिखत अहᭅता रखता हो:
ᳰकसी मा᭠यता ᮧा᳙ िव᳡िव᳒ालय से सािंयकᳱ अथवा गिणत अथवा अथᭅशाᳫ/वािण᭔य (एक िवषय के ᱨप मᱶ सांियकᳱ सिहत) मᱶ ᮧथम अथवा दसूरी ᮰ेणी मᱶ ᳩातकोᱫर िडᮕी तथा क᭥᭡यूटर ए᭡लीकेशन/सांियकᳱ पैकेज का ᭄ान वाछंनीयः के᭠ᮤ सरकार/रा᭔य सरकार/ िव᳡िव᳒ालयᲂ/पीएसयू/᭭वायᱫ िनकायᲂ मᱶ डाटा िव᳣ेषक और इंटरᮧटेशन अथवा संगत ᭃेᮢ मᱶ दो वषᭅ का अनुभव। नोट: (i) ᮧितिनयुिᲦ कᳱ अविध िजसमᱶ ᳰकसी अ᭠ य बा᳭ कैडर पद मᱶ ᮧितिनयुिᲦ कᳱ अविध शािमल ह ैऔर जो इस िनयुिᲦ से ठीक पहले है तथा यह इसी या ᳰकसी अ᭠ य संगठन/के᭠ ᮤ सरकार के ᳰकसी िवभाग मᱶ है, आमतौर पर 3 वषᭅ से अिधक नहᱭ होगी;
(ii) ᮧितिनयिुᲦ पर िनयुिᲦ हतेु अिधकतम आयु-सीमा आवेदन कᳱ ᮧाि᳙ कᳱ अंितम तारीख के अनुसार 56 वषᭅ से अिधक नहᱭ होनी चािहए।
(i) सिचव, यूजीसी-अ᭟यᭃः
(ii) अपर सिचव, यूजीसी (अ᭟यᭃ, यूजीसी ᳇ारा नािमत ᳰकया जाएगा):
(iii) दो बा᳭ िवशेष᭄ (अ᭟यᭃ, यूजीसी ᳇ारा नािमत ᳰकए जाएंगे):

(क) के᭠ᮤ सरकार के अधीन अिधकारीः
(i) मूल कैडर/िवभाग मᱶ िनयिमत आधार पर अनुᱨप पद धारण ᳰकया हो;
अथवा

(1) Short title and commencement- I. These rules may be called the University Grants Commission Recruitment Rules, 2016.
II. They shall come into force on the date of their publication in the Official Gazette.
(2) Application - These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
(3) Number of posts, classification and scale of pay- The number of posts, their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule.
(4) Method of recruitment, age limit and other qualifications etc.- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in column 5 to 12 of the aforesaid Schedule.
(5) Disqualification-
(i) No person shall be qualified for appointment to the posts mentioned in the schedule unless he is a citizen of India, or belong to such categories of persons as may, from time to time be notified in this behalf by the Central Government.
(ii) No person-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living has entered into or contracted a marriage with any person.
shall be eligible for appointment to any of the said posts.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
(6) Saving- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.
(7) Interpretation - If any question arises as to the interpretation of these rules, the same shall be decided by the Central Government.
