1. Short Title, Application and Commencement :
1.1 The Regulations may be called the UGC [Grant of Degrees and Other Awards by Un: versities] Regulations, 2008;
1.2 These shall apply to all Universities established or incorporated by or under a Central Act, a Provincial Act, or a State/Union Territory Act and to all institutions deemed to be Univerisities under Section 3 of the UGC Act, 1956;
1.3 -These shall come into force from the date of their publication in the Official Gazette.
2. Definitions : In these Regulations, unless the context otherwi : ;e requires :
2.1 "Act" means the University Grants Conu nission Act, 1956 (Act 3 of 1956);
2.2 "Authorities" means authorities like Executive Council. and Academic Council, sp dafrned by a University in its Act;
2.3 "College" means an institution engaged in higher education and/or research, either established by a University as its constituent unit or is affiliated to it;
2.4 "Commission" means the University Grants Commission, established under the Act;
2.5 "Convocation" means a ceremonial assembly of a University, normally held for conferring Degrees and other awards to its eligible candidates;
2.6 "Government" means the Central Government or the State/Union Territory Government, as the case may be; 2-379 GI/2008
2.7 "Graduation Ceremony" means a ceremonial assembly of a College, normally held for distributing Degrees and other awards to its eligible students;
2.8 "University" means a University so recognized by the Commission under Clause (f) of Section 2 of the UGC Act, 1956, or a deemed to be University so declared by notification in the Official Gazette by the Government, on the advice of the Commission under Section 3 of the same Act.
3. Objectives These Regulations shall have the following objectives, namely :
3.1 To ensure. that each University grants Degrees and other awards to its eligible students regularly in every academic year;
3.2 To facilitate timely holding of a convocation or adopting any other method, for conferring the Degrees/other awards to eligible students at each University;
3.3 To assist the.. eligible students going for employment, higher studies and/or other opportunities, by giving their Degrees and other awards -without delay;
3.4 To enhance the quality and standard of the University concerned, through its strict adherence to the academic calendar announced in advance;
3.5 To gain the confidence, goodwill and respect of stake holders, particularly students, through timely. and orderly functioning of the University.
4. Procedure to be followed : Each University shall follow the following procedure, namely :
4.1 . At the beginning of each academic year, the University shall announce its academic calendar, giving the schedules for all its activities during the year;
4.2 In addition to the schedules for academic activities like courses and examinations , the calendar shall also include the dates for Degree awards;
4.3 If necessary, the University may schedule Degree awards more often than once in a year and the same shall be included in its academic calendar;
4.4 The Degree award date/s shall be within 180 days"". of the date/s by which the students are expected to: qualify and become eligible for them;

4.7 The University shall hold a convocation cr follow any other method on the date/s so fixed, to confer the Degrees and other awards to eligible students; If a convocation is held, it shall include the ceremonial aspects, as per the provisions made for them in the University Act, Statutes and/or

4.10 Ordinances; If for any reason the convocation is not aeid, the University shall only give away the Degrees and other awards to the eligible applicants at this time; The University - shall have the power to assign selected Colleges to hold graduation ee:*emonies for their students on its behalf, on the late/s so fixed; Such Colleges shall be required to abide by the directions of the University and hold the graduation ceremonies as per the schedule fixed;
4.11 In case, Clause 4.8 and 4.9 are followed, it may be necessary for the Authorities to amend the University Statutes, Ordinances and/or Rules;
4.12 The University shall furnish an annual retirn to the Commission on the observance of the above provisions regularly, in the prescribed proforma.'
5. Penalty : f,1 In case a University does not comply with an . , the provisions of these Regulations , the Cornrnissio shall have the power to impose penalty on the University in the form of fine and take such other action as it may deem fit including recommendation to.the Government , after giving due opportunity to the University concerned to be heard.
6. Interpretation :
6.1 Any question as to the interpretation of .these Regulations shall be decided by the Commission, whose decision shall be final and binding on the University in the matter;
6.2 The Commission shall have the power to issue clarifications to remove any doubt, difficulty or anomaly, which may arise in regard to the implementation of these Regulations.
7. Jurisdiction of Courts :
