The State Government may, in the interests of the general public or any section thereof, by order in writing and stating the reasons therefor, exempt, subject to such conditions and restrictions as it may impose, 2[any exhibition or class of exhibitions by means of cinematograph or video or any video librarary] from any of the provisions of this Act or any rules made thereunder.
