3. Provision of travelling allowances and jeep car for Adhyaksha, etc.
(1) The Adhyaksha shall receive a sum of Rs.275 per month as fixed travelling allowance. 4 o

(f) that the Parishad shall meet the expenditure incurred by the Ad yaksha on petrol, oil and lubricants consumed by the jeep car ;
(2) that the jeep car shall be used only for journeys pe rformed beyond|# the radius of eight kilometers from the headqu arters of the district &
Provided that it may be utilised by the Adhyaksha for journeys n exceeding 160 kilometers in a month within the radius of 8 kilcmete from the headquarters of the district’:
Provided also that the total journeys, undertaken by Adhyaksha by the Upadhyaksha under su b-rule (1) of rule 3-A, by the jecp shall not exceed 1,600 kilometers in any month ;
Provided further that if the journeys u ndertaken during any part calar month exceed 1,600 kilometers, the excess may be adjusted agai the journeys permissible in the su bsequent months, subject however the condition that the total journeys undertaken in a quarter shall exceed 4,800 kilometers @
(k) Tnat the jeep car given to the Adhyaksha for his official use | not be utilised by him for journeys outs ide the district savein exceptio circumstances or for the private business of any person including!

(f) that a log book shall be maintai ned by the driver of the ngJ and the details of the journey to be pe rformed by the Adhyaksha, dhyaksha entered in it under the signature of the Adhyaksha or U dhyaksha, as the case may be, as soon as pos sible after the completio of the journey.
(4) Where a car, jeep car or a ny other vehicle is already possessed by i Zila Parishad, it shill be utilised by the A dhyaksha of the Parishad unt! it bhecomes unserviceable and the provi sions of sub-rule (3) shall mutatis muta" be applicable to it.
3-A. Provision for travelling allowance and jeep car for Upadhyaksha wilk acting as Adhyaksha—(1) Where t he Upadhyaksha discharges the duties 2 functions of the Adhyaksha during the tempo rary absence or vacancy in the 08 of the Adhyaksha, he shall be entitlted to,
(a) uso the jeep car in the same mannet as Ad hyaksha' and () regsivethe same travelling allowan ce as is admissible to Adhyak
(2) Where the Upadhyaksha discharges any of the duties, fu ntctiggfii power delegated to him by the Adhyaksha he sh all be entitled to receive U8 allowance at the rate admiesible to Goverpment servants of the first class:

5. Travellixg ex *1ses to Pramukh— (1) A Kshettra Samiti shall pay to its Pramukh daily allowance at the rate of Rs. 3 for every day on which he re- mains outside the normal place of his residence on the business of the Kshettra i i iod of more than four hours at a stretch and travelling allowg 4nce at the rate admissible to government servants of the second class drawing i pay.above Rs. 701 per month for every journey peformed by him by bus, rail the jouraey or any other hierd vehi cle ;
Provided that no travelling allowance shall be admissible to him if is performed by the vehicle of the Khand g
Provided further that no travelling allowance or daily allowance shall be payable to him for attending the meetings of the Kshettra Samitj or 80y of its committees or sub-committees at the he adquarters of the Khand or elsewhere ;
Provided also that in respect of every journey performed within the Khand, the Pramukh shall , within 8 week of his return from the jour- ney, send a report to the office of ) the Additional District Magis- trate (Planning) /District Planning Offic t 1 et of the district concerned stat- ing the inspections made or other workor duty performed for whiCh the Journey was made and that no travelli ng expenses shall be paid to him inthe absence of such 2 report,

6. 9. Counter-signature of travelling allowance bills and the coniroll rity—(1) The Adhyaksha shall be the contiolling duthority in m’éfi 3’," own travelling allowance bills and those of the Upadhyaksha and memb g of the Zila Parishad. ~The Additional District Magistrate (Planning)/Distis Planning Officer shall be the controlling authority in respe ct of travelling allo, ance bills of the Pramukh, Up-Pramukh and members of the Kshettra Samj, (2 A il for travellance under these 1ules shall not be paid unl it is countersigned by the controlling authority.
10. Travelling by alternative routes—(1) When it is possible to travel betwees ;
two places cither by alternative railw ays or by alternative roads, then travelli ng allowance for journeys by rail or by ro ad, as the case may be, shall be calculat d according to the route actually taken :
Provided that if—
(a) there is 8 considerable difference either on the journey or of its cost, between the route actua route ; and
(b) the controllingauthority, after making such enquiry as he consider necessary, is not satisfied th at it was in the interests of the work of the Zié Parithad or the Kshettra Samiti, as the case may be, that the journe y sho g i b> pe:formed by the longer route, he may order the allow ance to € c culated as if the journey had been performed by the shortest o cheapest route available.
(2) When it is possible to travel between places either by rail and the journey is actually made by road, the travelling allowance shall culated as if the journey had been made by rail, unless—
(a) the travelling allowance calculated by road is less exp!
the travelling allowance c ulculated by rail;
(b) the controlling auth ority 1s satisfied that, 1 t was in the interest of t he & work of the Zila Parishad of the Kshettra Samiti, as t he case may be, the journey should be made by r oad.
