English Translation of notification number AKTU/Kush,ka./Estt-2/391 dated 14 March, 2022 NOTIFICATION MISCELLANEOUS No AKTU/Kush.ka./Estt-2/391 Dated Lucknow, ]4 March, 2022 In exercise of powers conferred by section 29(2) read with Section 15 of the Uttar Pradesh Technical University Act, 2000 (UP Act No.23 of 2000) as amended from time to time and in supersession of all existing Regulations and Orders, the Executive Council of the University is pleased to make the following Regulations to regulate the recruitment and the conditions of service of persons appointed to the Dr, APJ Abdul Kalam Technical University, Uttar Pradesh.
THE Dr. APJ ABDUL KALAM TECHNICAL UNIVERSITY UTTAR PRADESH, UNIVERSITY SERVICES (RECRUITMENT AND CONDITIONS OF SERVICE) REGULATIONS, 2021
PART- I GENERAL [ Short title and|1 | (@These regulations may be called The Dr. APJ Abdul Kalam Technical commencement University Uttar Pradesh, University Services (Recruitment and Conditions of Service) Regulations, 2021.
(ii) They shall come into force at once.
Status of the!2 |The Dr. APJ Abdul Kalam Technical University Uttar Pradesh, Service is a Service service comprising class I, II, II] and IV Posts. Application of [3 | These Regulations shall apply to all the posts of officers and ministerial cadre of Regulations Dr. APJ Abdul Kalam Technical University Uttar Pradesh, Centre for Advanced Studies and Uttar Pradesh Institute of Design. Definitions 4 | In these regulations unless there is anything repugnant in the subject or context;
(a) ‘Act? means The Uttar Pradesh Technical University Act, 2000 as amended from time to time;
(b) ‘Appointing Authority’ in respect of all the posts of University means the Executive Council of the University;
(c) ‘Citizen of India’ means a person who is or is deemed to be a Citizen of India under part II of the Constitution;
(d) ‘Commission’ means the Uttar Pradesh Public Service Commission or Uttar Pradesh Subordinate Service Selection Commission, as the case may be;
(e) ‘Constitution’ means the Constitution of India;
(f) ‘Executive Council’ means the Executive Council of the Dr. APJ Abdul Kalam Technical University Uttar Pradesh, Lucknow;
(g) ‘Governor’ means the Governor of Uttar Pradesh;
(h) ‘Member of Service’ means a person substantively appointed under these Regulations or orders or procedure laid down by Executive Council, in-force prior to the commencement of these Regulations to a post in the cadre of the service;
(i) ‘Service’ means the Dr. APJ Abdul Kalam Technical University Uttar Pradesh Service;
G) ‘Substantive Appointment’ means an appointment not being an ad-hoc appointment to a post in the cadre of the service, made after selection in accordance with the Regulations and, if there were no Regulations, in accordance with the procedure prescribed for the time being by Executive Council of the University;
(k) ‘Vice Chancellor’ means Vice Chancellor of Dr. APJ Abdul Kalam Technical University Uttar Pradesh;
(1) ‘University’ means Dr. APJ Abdul Kalam Technical University Uttar Pradesh, Lucknow including Centre for Advanced Studies and Uttar Pradesh Institute of Design;
{m) “Year of recruitment’ means a period of twelve months commencing on the first day of July of a calendar year.
PART- II- CADRE Cadre 5 (1) The strength of the service and of each category of posts therein shall be such as may be determined by the Governor from time to time.
(2) The strength of the service and of each category of posts therein shall, until orders varying the same are passed under sub- regulation (1) be as given in the Appendix,
Provided that;
(i) The Appointing Authority may leave unfilled or the Governor may hold in abeyance any vacant post, without hereby entitling any person to compensation, or
(ii) The Governor may create such additional permanent or temporary posts as he may consider proper.
Absorption of the | 5-A Notwithstanding anything to the contrary contained in any regulation of these employees Regulations, a person who holds any post in Dr. APJ Abdul Kalam Technical University Uttar Pradesh, Centre for Advanced Studies and Uttar Pradesh Institute of Design in a substantive capacity on the date of promulgation of these Regulations shail be deemed to be appointed substantively.
PART- Il - RECRUITMENT Source of | 6 Recruitment to the various categories of posts in the service shall be made Recruitment from the following sources:-
(1) Registrar- The post will be filled on deputation by the State Government from the cadre of Uttar Pradesh Civil (Executive Branch) Service,
(2) Finance Officer- The post will be filled on deputation by the State Government from the cadre of Accounts and Finance Service of Uttar Pradesh,
(3) Controller of Examination- The post will be filled on deputation by the State Government from the cadre of Professors of Government recognised Universities Institutions.
(4) Additional Controller of Examination.
By deputation from the cadre of Associate Professors of Government recognised Universities /Institutions.
(5) Deputy Librarian- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with | 3 procedure determined by it through the Selection Committee | constituted under regulation-20 -Or- By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Assistant Librarians who possess requisite qualification and such number of years of feeding cadre service as per AICTE norms (as amended time to time) as such on the first day of the Selection year through the Selection Committee constituted under regulation-20, as the case may be.
(6) Joint Controller of Examination- By deputation from the cadre of Assistant Professors or Associate Professors of Government recognised Universities /Institutions.
(7) System Manager (Re- designated as System Analyst)- By deputation from concerned cadre of University/Institution recognised by the Government or from the Government department.
Hols By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Computer Programmer Grade-! who have completed five years service as such on the first day of the Selection year through the Selection Committee constituted under regulation-20, as the case may be.
(8) (1) Deputy Registrar- (Only for 01 post of AKTU)
(i) First time by transfer of service/ deputation or direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20
(ii) In future, after occurring the vacancy by promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Assistant Registrars who have completed five years service as such on the first day of the Selection year through the Selection Committee constituted under regulation-20
(2) Deputy Registrar (01 post of AKTU, 01 post of CAS & O01 post of UPID)- By promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Assistant Registrars who have completed five years service as such on the first day of the Selection year through the Selection Committee constituted under regulation-20
(9) Assistant Librarian- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20
(10) Account Officer (Re-designated as Finance and Account Officer)- The post will be filled on deputation by the State Government from the cadre of Accounts and Finance Service of Uitar Pradesh.
(11) Programmer/ Technical Officer- By deputation from concerned cadre of University/Institution recognised by the Government or from the Government department.
(12) Deputy Controller of Examination- By deputation from the cadre of Deputy Registrars (Examination) of recognised Universities/ Institutions, or;
Provided that if eligible and suitable persons are not available for deputation, posts may be filled by direct recruitment, as the case may be.
(13) Medical Officer- By deputation from the cadre of Provincial Medical Service .
(14) Research Engineer /Assistant Engineer- By deputation from the cadre of Engineers of State Government.
-Or- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20, as the case may be.
(15) Computer Programmer Grade-!
By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted uader regulation-20,
(16) Law Officer- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20.
(17) Private Secretary (Re-designated as Personal Assistant Grade-1)- By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Personal Assistant Grade- 2 who have completed a total fifteen years service in the Stenographer Cadre and have completed five years substantive service as such on the post of Personal Assistant Grade-2 on the first day of the Selection year through the Selection Committee constituted under regulation-20.
(18) Assistant Registrar- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20,
(19) Public Relation Officer- By deputation from the concerned cadre of recognised University Alnstitutions or Government department.
Provided that if eligible and suitable persons are not available for deputation, post may be filled by direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20.
(20) Staff Officer- By deputation from the concermed cadre of recognised Universities/ Institutions or Government department,
Provided that if eligible and suitable persons are not available for deputation, post may be filled by direct recruitment through competitive examination conducted under the orders of the Executive 5 Council and in accordance with procedure determined by it through | the Selection Committee constituted under regulation-20
(21) Management Officer- By deputation from the concerned cadre of recognised Universities/ Institutions or Government department.
Provided that if eligible and suitable persons are not available for deputation, post may be filled by direct recruitment through comipetitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under regulation-20
(22) Personal Assistant (Re-designated as Personal Assistant Grade-2)- By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Stenographers who have completed eight years service as such on the first day of the Selection year through the Selection Committee constituted under regulation-20.
-Or- Through service provider, as the case may be,
(23) Accountant- By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Assistant Accountants who have completed three years service as such on the first day of the Selection year through the Selection Committee constituted under regulation-20.
(24) Computer Operator (Re-designated as Computer Operator Grade-C)- By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Computer Operators Grade-B who have completed six years service as such on the first day of the selection year through the Selection Committee constituted under regulation-20.
Provided that if suitable and eligible persons are not available or the cadre of Computer Operator Grade-B does not exist, the post may be filled from amongst substantively appointed such Computer Operator Grade-A who have completed twelve years service as such on the first day of the selection year through the Selection Committee constituted under regulation-20,
(25) Office Superintendant (Re-designated as Head Assistant)- By Promotion on the basis of seniority, subject to rejection of unfit from amongst substantively appointed such Senior Clerks (Senior Assistant) through the Selection Committee constituted under regulation-20
Provided that if suitable and eligible persons are not available, the post may be filled by deputation.
(26) Stenographer - By direct recruitment through the Commission.
-Or- Through service provider, as the case may be.
(27) Pharmacist- By direct recruitment through the Commission.
(28) Junior Engineer - By direct recruitment through the Commission.
(29) Junior Research Engineer- By direct recruitment through the Commission.
(30) Assistant Accountant- By direct recruitment through the Commission.
-Or- Through service provider, as the case may be.
(31) Stenographer Grade-2 (Re-designated as Stenographer)- By direct recruitment through the Commission.
(32) Computer Operator/ Computer Operator Grade-A - By direct recruitment through the Commission.
-Or- Through service provider, as the case may be.
(33) Senior Clerk (Re-designated as Senior Assistant) By Promotion on the basis of seniority, subject to rejection of unfit from amongst following cadres who are substantively appointed and have completed five years service as such on the first day of the Selection year through the Selection Committee constituted under regulation-20;
(i) 50 percent from Junior Clerks (Junior Assistant).
(ii) 40 percent from office Assistant (Junior Assistant).
(iii) 10 percent from Assistant Store Keeper.
Provided that if suitable and eligible persons are not available, the post may be filled by deputation.
(34) Cataloguer- By direct recruitment through the Commission.
(35) Junior Clerk (Re-designated as Junior Assistant)-
(1) Eighty percent by direct recruitment through the Commission.
(2) Fifteen percent by promotion from amongst substantively appointed Group ‘D’ employees who have passed the High School Examination of the Board of High School and Intermediate Education, Uttar Pradesh or an examination recognised by the Government as equivalent thereto and who possess the knowledge of type writing in accordance with the Uttar Pradesh Subordinate Offices Ministerial Group ‘C’ Posts of the Lowest Grade (Recruitment by Promotion) Rules, 2001, as amended from time to time.
(3) Five percent by promotion from amongst substantively appointed Group ‘D’ employees who have passed the Intermediate Examination of the Board of High School and Intermediate Education, Uttar Pradesh or an examination recognised by the Government as equivalent thereto and who possess the knowledge of type writing in accordance with the Uttar Pradesh Subordinate Offices Ministerial Group ‘C’ Posts of the Lowest Grade (Recruitment by Promotion) Rules, 2001, as amended from time to time.
Ore Through service provider, as the case may be.
(36) Office Assistant (Re-designated as Junior Assistant) By direct recruitment through the Commission.
(37) Driver- Recruitment to the various categories of posts in the service shall be made from the following sources:-
(1) Driver Grade- iv;
(i) Eighty percent posts by direct recruitment through the Commission.
(ii) (2 — 2)

(5) Twenty percent posts by promotion from amongst substantively appointed cleaners and Group ‘D’ employees who have completed five years service as such-on the first day of the year of recruitment and have a valid driving license for heavy or light vehicle, as the case may be, for a period of not less than three years and must have passed High School Examination from Board of High School and Intermediate Education, Uttar Pradesh or a qualification recognised by the Government as equivalent thereto;
Provided that if the feeding cadre or the eligible persons in the feeding cadre are not available for promotion, such vacancies shall be filled through direct recruitment under sub regulation (i).
Driver Grade- iii ;
By promotion from amongst substantively appointed Drivers Grade-iv who have completed nine years service as such on the first day of the year of recruitment.
Driver Grade- ii:
By promotion from amongst substantively appointed Drivers Grade-iii who have completed Six years substantive service on the post of driver Grade-iii on the first day of the year of recruitment or taken together have completed a total fifteen years substantive service on the posts of Driver Grade-iv and Driver Grade-iii on the first day of the year of recruitment.
Driver Grade-i;
-By promotion from amongst substantively appointed Drivers Grade-ii who have completed three years service as such on the first day of the year of recruitment.
Driver (Special Grade) By promotion from amongst substantively appointed Drivers Grade- i who have completed One year service as such on the first day of the year of recruitment.
37 (a)- If the total number of post in the Driver cadre is ten or more than ten, the division of posts shall be as follows;

(40) Receptionist cum Telephone Operator- By direct recruitment through the Commission
(41) Plumber- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under Regulation-20.
(42) Peon (Re-designated as Anu Sewak)/Other Fourth Class Employees- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under Regulation-20.
-Or- Through service provider, as the case may be.
(43) Mali- By Direct recruitment through competitive examination conducted under the orders of the Executive Council and in accordance with procedure determined by it through the Selection Committee constituted under Regulation-20.
Power of Executive Council to relax regulations In case a post is to be filled by promotion and for such promotion a certain munimum length of service is prescribed on the lower post or posts, as the case may be, and the required number of eligible persons are not available in the field of eligibility, such prescribed minimum length of service may be suitably relaxed upto fifty percent exctuding the period of probation as laid down for the said lower post or posts as the case may be by the Executive Council.
Reservation Reservation for the candidates belonging to the Scheduled Caste, Scheduled Tribes and other categories shall be in accordance with the Uttar Pradesh Public Services (Reservation for Scheduled Caste, Scheduled Tribes and Other Backward Classes) Act, 1994 as amended from time to time, the Uttar Pradesh Public Services (Reservation for Physically Handicapped, Dependants of freedom fighters and Ex- Servicemen) Act, 1993 as amended from time to time, the Uttar Pradesh Public Services (Reservation form Economically Weaker Sections) Act, 2020 and the orders of the Government in force _at the time of recruitment .
PART-IV QUALIFICATIONS Nationality A candidate for direct recruitment to a post in the Service must be ;
(a)_A citizen of India; or
(b) A Tibetan refugee who came over to India before the I" Janua , 1962 Uy with the intention of permanently settling in India: or
(c) A person of Indian origin who has migrated from Pakistan, Burma, Sri lanka, or any of the East African Countries of Kenya, Yuganda and United Republic of Tanzania (formerly Tanganyka and Zanzidar) with the intention of permanently settling in India;
Provided that a candidate belonging to category (b) or (c) above must be a person in whose favour a Certificate of eligibility has been issued by the State Government;
Provided further that a candidate belonging to category (b) will also be required to obtain a Certificate of eligibility granted by the Deputy Inspector General of Police, Intelligence Branch, Uttar Pradesh;
Provided also that if a candidate belongs to category (¢) above, no certificate of eligibility will be issued for a period of more than one year and the retention of such a candidate in Service beyond the period of one year, shall be subject to his acquiring Indian Citizenship;
Note; A Candidate in whose case a certificate of eligibility is necessary but the same has neither been issued nor refused, may be admitted to an examination or interview and he may also be provisionally appointed subject to the necessary certificate being obtained by him or issued in his favour.
Academic Qualification A candidate for direct recruitment in the various posts in the service must possess the following qualification:
1-_ Deputy Registrar (Only for 01 post of AKTU)-
(i) A first class/ high second class Master Degree from an University established by Law in India or a qualification recognised by the Government as equivalent thereto;
(ii) Nine years experience of Administrative/ Teaching work and knowledge of Government and university rules;
(iii) Preferential Qualification- Law Graduate 2-_ Deputy Librarian-
(i) A Master’s Degree in Library Science/ Information Science/ Documentation Science with at least fifty five percent marks or an equivalent grade in a point- scale, wherever grading system is followed;
(ii) Eight years experience as in Assistant University Librarian/ College Librarian.
(ili) Evidence of innovative library services including integration of ICT in library;
(iv) A Ph.D. Degree in Library Science/ Information Science / Documentation / Archives and Manuscript- keeping/ computerisation of Library.
3-_ Assistant Librarian-
(i) A Master’s Degree in Library Science, Information Science or Documentation Science or an equivalent professional Degree, with at least 55% marks or an equivalent grade ina point-scale wherever the grading system is followed;
(ii) A consistently good academic record, with knowledge of computerisation of a library
(ili) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/ SET or who 10 are or have been awarded a Ph.D Degree in accordance with the University Grant Commission (Minimum Standard and Procedure for Award of M.Phil/ Ph.D Degree) Regulations, 2009 or 2016 and their amendments from time to time as the case may be;
Provided that the, candidates registered for the Ph.D degree prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances/ Bye- Laws/ Regulations of the Institution awarding the degree, and such Ph.D candidates shall be exempted from the requirement of NET/ SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges/Institutions subject to the fulfilment of the following conditions;-
(a) The Ph.D degree of the candidate has been awarded in the regular mode;
(b) The Ph.D thesis has been evaluated by at least two external examiners;
(c) Open Ph.D viva-voce of the candidate has been conducted;
(d) The candidate has published two research papers from his/ her Ph.D work out of which at least one is in a referred journal;
(e) The candidate has presented at least two papers based on his/ her Ph.D work in conferences/ Seminars sponsored/ funded/ supported by the UGC/ICSSR/CSIR or any similar agency.
Note:-
(i) The fulfilment of these conditions is to be certified by the Registrar or the Dean (Academic Affairs) of the University concemed;
(il) NET/SLET/SET shall also not be required for candidates in such Master’s Programmes for which NET/SLET/SET is not conducted by the UGC, CSIR or similar test accredited by the UGC like SLET/SET.
4- Deputy Controller of Examination - As per the qualification prescribed for the post of Deputy Registrar (Examination) in State Universities.
5-__ Research Engineer/ Assistant Engineer -
(i) A Master’s Degree in Computer Science/ Networking/ Related Branch from an University/ Institution established by Law in India or a qualification recognised by the Government as equivalent thereto;
(ii) Two years working experience in Educational Institute/ Industry/ Laboratory.
6- Computer Programmer Grade-I
(i) B.E/ B.Tech (Computer Science) from recognised institution/ University or M.Sc./ M.Sc.(Computer Science) and B level certificate from NIELIT (formerly DOEACC) (equivalent to MCA);
(ii) Complete knowledge of Oracle /Ingress/Cybase/ DB/2 etc and use of software equipments C/C- Foxpro, RDBMS, in DOS/ UNIX/ Windows in active environment;
(iil) Knowledge of networking environment like Noble and Windows NT etc; - 2
(iv) Complete knowledge of Office automation packages and internet.
7- Law Officer-
(i) A first class Bachelor’s degree in Law (LLB) from an University established by law in India or a qualification recognised by the il Government as equivalent thereto;
(i) Working knowledge of filing of cases in Private Undertaking/ Institution or practicing experience of five years in honourable High Court with registration in Bar Council.
8- Assistant Registrar- For AKTU-
(i) A first class or high second class Master's Degree from an University established by Law in India or a qualification recognised by the Government as equivalent thereto;
(it) Five years experience of Administrative Work of office superintendant level, knowledge of Rules of Uttar Pradesh Government and Universities and knowledge of Establishment and General Administration of Technical Government Institutions.
For CAS /UPID - (@) A first class or high second class Bachelor’s Degree from an University established by Law in India or a qualification recognised by the Government as equivalent thereto;
(ii) Five years experience of Administrative Work of office Superintendant level, knowledge of Rules of Uttar Pradesh Goverment and Universities and knowledge of Establishment and General Administration of Technical Government Institutions.
9- Public Relation Officer-
(i) A first class or high second class Bachelor's Degree from an University established by Law in India or a qualification recognised by the Government ag equivalent thereto; (ti) A first class Diploma/ Degree in Journalism from any recognised | Institute;
(iii) Five years supervisory experience of Public Relation in any University/ Institute/ Undertaking.
10- Staff Officer- @ A first class or high second class Bachelor’s Degree from an University established by Law in India or a qualification recognised by the Government as equivalent thereto:
(ii) Five years experience of handling office work in office of the Head of Department/ Head of Office;
(iii) = Working knowledge of General Administration in any University/ Technical Institute/ Government Department, 11- Management Officer-
(i) A first class or high second class Bachelor’s Degree from an University established by Law in India or a qualification recognised by the Government as equivalent thereto:
(ii) Five years experience of Administrative Work as supervisory capacity and knowledge of Rules of Uttar Pradesh Government and University;
(ili) Knowledge of Establishment, General Administration and Rules of Technical/ Government Institutes.
12- Personal Assistant (Re-designated as Personal Assistant Grade-2)-
(i) A Bachelor’s degree from an University established by law in India or a qualification recognised by the Government as equivalent thereto;
(ii) Must have a minimum speed of 80 words per minute and 25 words 12 per minute respectively, in Hindi short hand and Hindi Typing;
(iii) __ Must have Computer Knowledge as follows;- The curriculum laid down for Certificate Course in Computing (CCC) run by NIELIT (formerly, DOEACC Society) or a qualification recognised by the Government as equivalent thereto;
13- Stenographer-
(i) Must have passed the Intermediate Examination of the Board of High School and Intermediate Education, Uttar Pradesh or an examination recognised by the Government as equivalent thereto;
(ii) Minimum Speed of 80 words per minute and 25 words per minute in Hindi Short Hand and Hindi Type writing respectively;
(iil) Certificate Course in Computing (CCC) run by NIELIT (formerly, DOEACC Society) or a qualification recognised by the Government as equivalent thereto, 14- Pharmacist-
(i) Intermediate with science from Board of High school and Intermediate Education, Uttar Pradesh or a qualification recognised by the Government as equivalent thereto:
(ii) Diploma in Pharmacy from State Medical faculty;
(iii) Registration in State Pharmacy Council:
(iv) Three years working experience.
15- Junior Engineer - For AKTU-
(i) Three years diploma in Civil Engineering from Board of Technical Education recognised Institute;
Desirable Qualification- Five Years experience of Civil Construction, Maintenance and Working knowledge of sanitation and water supply maintenance:
For UPID-
(i) First class three years diploma in Engineering and Technology/ Design/ Architecture / Fine Arts from Board of Technical Education recognised Institute:
(ii) Preference will be given to those who have two years experience.
16- Junior Research Engineer- For CAS-
(i) First class three years diploma in Engineering and Technology/ Design/ Architecture / Fine Arts from Board of Technical Education recognised Institute:
-Or- First class Bachelor’s degree in Computer Science/ Networking.
(ii) Two years experience.
17- Assistant Accountant-
(i) A Bachelor’s degree in Commerce from an University established by Law in India or a post graduate diploma in accountancy from an University or Institute recognised by the Government or a qualification recognised by the Government as equivalent thereto;
(ii) ‘O” level Certificate from NIELIT Society (formerly DOEACC) or a qualification equivalent thereto recognised by the Government 18- Stenographer grade-2 (Re- designated as Stenographer)
(i) Must have passed the Intermediate Examination of the Board of 13 High School and Intermediate Education, Uttar Pradesh or an examination recognised by the Government as equivalent thereto;
(ii) Minimum Speed of 80 words per minute and 25 words per minute in Hindi Short Hand and Hindi Type writing respectively;
(iii) Certificate Course in Computing (CCC) run by NIELIT (formerly, DOEACC Society) or a qualification recognised by the Government as equivalent thereto.
19- Computer Operator ‘Computer Operator grade A- @) Must have passed Intermediate Examination of Board of High School and Intermediate Education, Uttar Pradesh or an examination recognised by the Government as equivalent thereto;
(ii) Diploma in Computer Science from a recognised Institute/ University or ‘O" level Certificate from NIELIT Society formerly (DOEACC) or a qualification recognised by the Government as equivalent thereto;
(iii) A minimum Speed of 25 words and 40 words per minute in Hindi and English Type writing respectively.
20- Cataloguer-
(i) A Bachelor’s degree and degree in library Science from an University established by law in India or a qualification recognised by the Government as equivalent thereto; or A Bachelor’s degree and three years diploma in library Science from an University established by law in India or a qualification recognised by the Government as equivalent thereto;
(ii) Two years experience.
21- Junior Clerk (Re- designated as Junior Assistant)
(i) Must have passed Intermediate examination of the Board of High School and Intermediate Education Uttar Pradesh or an Examination recognised by the Government as equivalent thereto;
(ii) A minimum Speed of 25 words per minute and 30 words per minute in Hindi Typewriting and English Typewriting respectively;
(iii) Certificate Course in Computing (CCC) run by NIELIT (formerly, DOEACC Society) or a qualification recognised by the Government as equivalent thereto.
22- Office Assistant (Re- designated as Junior Assistant)-
(i) Must have passed Intermediate examination of the Board of High School and Intermediate Education Uttar Pradesh or an Examination recognised by the Government as equivalent thereto:
Ui) A minimum Speed of 25 words per minute and 30 words per minute in Hindi Typewriting and English Typewriting respectively;
(iii) Certificate Course in Computing (CCC) run by NIELIT (formerly, DOEACC Society) or a qualification recognised by the Government as equivalent thereto. - 23- Driver-
(i) Must have passed High Schoo! Examination of the Board of High School and Intermediate Education, Uttar Pradesh or an Examination recognised by the Government as equivalent thereto;
(ii) On the first day of the year of recruitment must have a valid driving license for heavy or light vehicle, as the case may be, for a 14 period of not less than Five years , 24- Electrician-
(i) Must have passed High school from Board of High School and Intermediate Education Uttar Pradesh or a qualification equivalent thereto recognised by the Government;
(ii) Certificate in electrical trade from any recognised ITI;
(iit) _ Five years working experience.
25- Assistant Store Keeper-
(i) Must have passed Intermediate from the Board of High School and Intermediate Education Uttar Pradesh or an Examination recognised by the Government as equivalent thereto;-
(ii) A minimum Speed of 25 words per minute and 30 words per minute in Hindi Typewriting and English Typewriting respectively;
(ili) Certificate Course in Computing (CCC) run by NIELIT (formerly, DOEACC Society) or a qualification recognised by the Government as equivalent thereto.
26- Receptionists -cum- Telephone Operator-
(i) A Bachelors degree in literature or in Social Science from an University established by law in India or a qualification equivalent thereto recognised by the Government;
(ii) Knowledge of Hindi and English;
(ili) Three years diploma in Electronic Engineering from recognised University /Institution.
27- Plumber-
(i) Must have passed Class VIII from any recognised School/ Institute;
(ii) Certificate in Plumber Trade from recognised ITT;
(iii) Three years working experience.
28- Peon (Re-designated as Anu Sewak) and Other Fourth Class Employee-
(i) Must have passed Class VIII from any recognised School/ Institute;
(ii) Knowledge of Cycling.
29- Mali
(i) Must have passed Class VIIT from any recognised School/ Institute;
ii) Three years Working Experience in Nursery.
Preferential 11 A candidate, who has;
Qualification
(i) Served in Territorial Army for a minimum period of two years; or
(ti) Obtained a ‘B’ certificate of National Cadet Corps, shall, other things being equal be given preference in the matter of direct recruitment.

Character The character of a candidate for direct recruitment to a post in the service must be such as to-render him suitable in all respects for employment in Government Service. The Appointing Authority shall satisfy itself on this point.
Note ;- Persons dismissed by the Union Government or a State Government or 16 by a Local Authority or by Corporation or Body owned or Controlled by the Union Government or a State Government shall ineligible for appointment to any post in the service. Persons convicted of an offense involving moral turpitude shall also be ineligible.
A male candidate who has more than one wife living or a female candidate Marital Status 14 cil who has married a man already having a wife living shall not be eligible for appointment to a post in the service;
Provided that the Government may, if satisfied that there exist special pround for doing so exempt any person from the operation of this regulation.
Physical Fitness 15 | No candidate shall be appointed to a post in the service unless he be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of his duties. Before a candidate is finally approved for appointment, he shall be required;
(i) In the case of a gazetted post in the service to pass an examination of a Medical Board;
(ii) In the case of other posts in the service to produce a Medical Certificate of fitness in accordance with the rules framed under Fundamental Rule, 10, contained in chapter iii of the Financial . Hand Book volume ii, Part iii;
Provided that a Medical Certificate of Fitness shall not be required from a candidate recruited by promotion.
PART V PROCEDURE FOR RECRUITMENT Determination of | 16 | The Appointing Authority shall determine the number of vacancies to be filled vacancies during the course of the year of recruitment as also the number of vacancies to be reserved for the candidates belonging to the Scheduled Castes, Scheduled Tribes, and Other Categories under regulation 8. The vacancies to be filled through the Commission or through the Executive Council shall be intimated to them, as the case may be.
Procedure for | 17 (i) After determining the number of vacancies under regulation-16 as Direct well as regulation-8, Appointing Authority shall send the requisition Recruitment to the commission;
through the Commission.
(ii) Application for permission to appear in the competitive examination shall be invited by the Commission in the form published in the advertisement issued by the Commission;
(iil) | No candidate shall be admitted to the examination unless he holds a Certificate of admission issued by the Commission;
(iv) After the results of the written examination have been received and tabulated, the Commission shall having regard to the need for securing due representation of the candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Categories under regulation-8, prepare a list of candidates who have come up to the Standard fixed by the Commission in this respect, shall call for Interview and/ or Type Test as the case may be;
(vy) The Commission shall prepare a list of candidates in order of their merit as disclosed by the marks obtained by each candidate at the Written Examination, Type Test , Interview, as the case may be, recommend such number of candidates as they consider fit for i7 Appointment. If two or more candidate obtained equal marks, the candidate senior in age shall be placed higher in the list. The Commission shall forward the list to the Appointing Authority.
Procedure for Direct Recruitment through the Executive Council 18 (i) The Appointing Authority shall determine the number of vacancies to be filled through direct recruitment, during the Course of the Year of recruitment as also the number of vacancies to be reserved for candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Categories in accordance with such Government orders as may be in force at the time of recruitment:
(ii) For direct recruitment through Executive Council, the Procedure, Syllabus and Rules for competitive examination for direct recruitment under these Regulations shall be made separately with the approval of the Executive Council;
(iii) For direct recruitment advertisement will be published in leading daily news papers;
(iv) Applications for permission to appear in the competitive examination shall be invited by the selection Committee constituted for this purpose;
(v) The selection Committee shall call for Written Examination and/ or Interview, as the case may be such candidates as are prima facie eligible in accordance with the qualifications prescribed for the post/Posts; ,
(vi) After the results of Written Examination and/or Interview as the case may be, have been received and tabulated, the Selection Committee shall, having regard to the need for securing due representation of the candidates belonging to the Scheduled Castes, Scheduled Tribes and other categories, prepare a list of candidates in order of merit as disclosed by the marks obtained by each candidate at the written examination and/ or Interview as the case may be and recommend such number of candidates as they consider fit for Appointment. If two or more candidates obtained equal marks the candidate senior in age shall be placed higher in the list.
The Selection Committee shall forward the list to the Appointing Authority;
(vii) After full-filling all requirements, the Appointing Authority shall make appointments by taking the names of candidates in the order in which they stand in the list prepared by the selection Committee.
Procedure for Recruitment by Promotion @ Recruitment by promotion shall be made on the basis of seniority subject to rejection of unfit and merit cum seniority as the case may be;
through the Departmental Promotion Committee
(ii) Selection will be made through the selection committee constituted under regulation-20;
(iii) Appointing Authority shall require such eligible and substantively appointed employees in the eligibility list who have completed such years of service which is prescribed in the regulation:
(iv) Where there are two or more feeding cadres;-
(a) Bearing different pay scales, the candidates belonging to the cadre bearing higher pay scale be placed higher in the eligibility list.
(b) Bearing same pay scale the name of the candidates shall be 18 arranged in the eligibility list in the order of the date of their substantive appointment in their respective cadres.
(c) If percentage is given for promotion in the regulation for two or more feeding cadres, sub regulation (a) and (b) shall not be applied, in this condition eligibility list shall be prepared according to percentage.
(v) Where the criterion for promotion is merit cum seniority, the Appointing Authority shall prepare a list of the senior most candidates containing names as far as possible, three times the number of vacancies subject to the minimum of eight;
Provided that if recruitment is to be made for vacancies occurring during more than one year of recruitment, separate eligibility list will be prepared in respect of each such year and in such a case while preparing the eligibility for second ahd subsequent year of recruitment, the number of candidates to be included in the eligibility list shall be as follows;-
(a) For the second year- The number according to the said proportion plus the number of vacancies in the first year;- {b) For the third year- The number according to the said proportion plus the number of vacancies in the first and second year, and SO On 5-
Provided further that candidates who are not considered suitable, prima facie, for promotion shall not be taken into account in calculating the said proportion and a note to the effect that they are not so considered shall be added against their names;
(vi) Where the criterion for promotion is seniority, subject to rejection of unfit, the Appointing Authority shall prepare a list of the senior most eligible candidates, in the light of vacancies available in each of the year so far as may be in the following proportion:-
(a) For | to 5 vacancies- Two times the number of vacancies subject to a minimum of five:
(b) For over 5 vacancies- One and half times the number of vacancies subject to a minimum of ten;
Provided that if recruitment is to be made for vacancies occurring during more than one year of recruitment, separate eligibility list will be prepared in respect of each such year and in such a case while preparing the eligibility list for second and subsequent years of recruitment the number of candidates to be included in the eligibility list shall be as follows;
(c) For the second year- The number according to the said proportion plus the number of vacancies in the first year:
(d) For the third year- The number according to the said proportion plus the number of vacancies in the first and second year, and soon;
Provided further that cahdidates who are not considered suitable, prima facie, for promotion shall not be taken into account in calculating the said proportion and a note to the effect that they are not so considered shali be mentioned against their names:
(vii) The selection committee shall consider the cases of candidates on the basis of the records referred to in sub regulation(v) and (vi) and 19 | if it considers necessary, it may interview the candidates also;
(viii) The selection committee shall prepare a list of selected candidates arranged in order of seniority as it stood in the cadre from which they are to be promoted and forward the same to the Appointing Authority, ‘ Constitution of | 20 (i) For direct recruitment through the Executive Council, the Selection Selection Committee will be constituted as follows;
Committees (a)Vice chancellor or his nominee/ Chairman Director constituent college not below the rank of the professor.
(b)Registrar Member
(c)One expert Member
(d)One class-1 officer belonging to Member the Scheduled Castes or Scheduled Tribes, nominated by the Vice Chancellor, if the Chairman does not belong to the Scheduled Castes or Scheduled Tribes. If the Chairman belongs to the Scheduled Castes or the Scheduled Tribes then one such officer shall be nominated by the Vice Chancellor who does not belong to the Scheduled Castes or Scheduled Tribes or Other Backward Classes;
(e)One class- | officer belonging to Member the other backward classes nominated by the Vice Chancellor, if the Chairman or the member mentioned in (b) does not belong to the other backward classes. If the Chairman or the member belongs to other backward classes then one such officer shall be nominated by the Vice Chancellor who does not belong to Other Backward Classes or the Scheduled Castes or the Scheduled Tribes.
(ii) For promotion the Departmental Promotion Committee (DPC) will be constituted as follows;
(a)Vice chancellor or his nominee/ Chairman Director constituent college not below the rank of the professor.
(b)Registrar Member
(c)One expert Member et (d)One class-1 officer belonging to Member the Scheduled Castes or Scheduled Tribes, nominated by the Vice Chancellor, if the Chairman does not belong to the Scheduled Castes 20 or Scheduled Tribes. -If the Chairman belongs to the Scheduled castes or the Scheduled Tribes then one such officer shall be nominated by the Vice Chancellor who does not belong to the Scheduled Castes or Scheduled Tribes or Other Backward Classes.
(e)One class- 1 officer belonging to Member the Other Backward Classes nominated by the Vice Chancellor, if the Chairman or the member mentioned in (b) does not belong to the Other Backward Classes. If the Chairman or the member belongs to Other Backward Classes then one such officer shall be nominated by the Vice Chancellor who does not belong to Other Backward Classes or the Scheduled Castes or the Scheduled Tribes, Combined Select list 21 If in any year of Tecruitment, appointments are made both by direct recruitment and by promotion, a combined select list shall be prepared by taking the names of candidates from the relevant lists in such manner that the prescribed percentage is maintained. The first name in the said list shall be of the person appointed by promotion.
Examination 22 (i) The Syllabus, Rules and Procedure for competitive examination for direct recruitment under these regulations shall be.made separately with the approval of the Executive Council;
(ii) The Executive Council may, if required authorize any external agency to conduct whole selection process orpart of thereof;
(tii) In case of decision taken by the Executive Council to conduct the selection in the Chairmanship of Vice Chancellor or Registrar, The Selection Committee shall be constituted in accordance with regulation-20 as the case may be.
Fee 23 For direct recruitment conducted by the Executive Council, each candidate shall pay such fee for application, examination, interview, type test, as the case may be, as may be fixed by the Executive Council from time to time. Ordinarily no claim for refund of such fee shall be admitted nor shall such fee be adjusted towards any examination or selection to be held in future.
| Application form 24 Each application form for recruitment through competitive examination for selection under these Regulations shall be submitted to the Appointing Authority in the form as may be by order determined by the selection committee concerned.
PART- VI -APPOINTMENT, PROBATION, CONFIRMATION AND SENIORITY Appointment 25
(1) Subject to the provisions of sub regulation (2) the Appointing Authority shall make appointments by taking the names of candidates in the order in which they stand in the lists prepared under regulation-17(v),18(vi) and 19(viii);

(2) Where in any year of recruitment appointments are made both by direct recruitment and by promotion, regular appointments shall not be made unless selections are made from both the sources and a combined list is prepared in accordance with regulation-21;
(3) If more than one order of appointments are issued in respect of any selection, a combined order shall also be issued mentioning the names of the persons in order of seniority as determined in the selection or as the .case may be, as it stood in the cadre from which they are promoted.
If the appointments are made both by direct recruitment and by promotion, names shall be arranged in accordance with the order, referred to in regulation-21.
Probation 26 A person, on substantive appointment to a post shall be placed on probation in accordance with the “THE UTTAR PRADESH GOVERNMENT SERVANT PROBATION RULES, 2013”, as amended from time to time.
At the time of promulgation of these Regulations, the provisions of said Rules are as follows;
(1) A person on substantive appointment to a post through direct recruitment shall be placed on probation for a period of two years. The Appointing Authority may, for reasons to be recorded, extend the period of probation in individual cases specifying the date up to which the extension is granted;
Provided that, save in exceptional circumstances, the period of _probation shall not be extended beyond one year:
(2) A person on substantive appointment to a post by promotion, if direct recruitment is one of the sources of recruitment, shall be placed on probation for a period of two years. The Appointing Authority may, for reasons to be recorded, extend the period of probation in individual cases specifying the date up to which the extension is granted:
Provided that, save in exceptional circumstances, the period of probation shall not be extended beyond one year;
(3) A person appointed on a post by adjustment, absorption or merger in accordance with the procedure prescribed in the relevant Service Rules, shall be placed on probation for a period of one year. The Appointing Authority may, for reasons to be recorded, extend the period of probation in individual cases specifying the date up to which the extension is granted;
Provided that, save in exceptional circumstances, the period of probation shall not be extended beyond six months and in no circumstances beyond one year;
(4) It will not be necessary to place a person on probation if he is promoted to a post where promotion is the only source of recruitment.
(5) If it appears to the Appointing Authority at any time during or at the end of period of probation or extended period of probation that a probationer has not made sufficient use of his opportunity or has otherwise failed to give satisfaction, he may be reverted to his substantive post, if any, and if he does not hold a lien on any post, his services may be dispensed with;
(6) A probationer who is reverted or whose services are dispensed with under sub rule (5) shall not be entitled to any compensation;
(7) The Appointing Authority may allow continuous service, rendered in an officiating or temporary capacity in a post included in cadre or any 22 other equivalent or higher post, to be taken into account for the purpose of computing the period of probation;
Contirmation a7 (1) Subject to the provisions of sub regulation (2) a probationer shall be confirmed in his appointment at the end of the period or the extended period of probation, if,
(a) his work and conduct is reported to be satisfactory; and
(b) his integrity is certified.
(2) Where in accordance with the provisions of the Uttar Pradesh State Government Servants Confirmation Rules, 1991, as amended form time to time, confirmation is not necessary, the order under sub-rule (3) of Rule 5 of those Rules, declaring that the person concerned has successfully completed the probation shall be deemed to be the order of confirmation.
Seniority 28 The Seniority of persons substantively appointed in any category of posts shall be determined in accordance with the Uttar Pradesh Government Servant Seniority Rules, 1991, as amended from time to time.
PART-VUI PAY Etc Scale of pay 29 (1) The scales of pay admissible to persons appointed to the various categories of posts in the service shall be such as may be determined by the Government from time to time;
(2) The scales of pay and number of posts of various categories of posts, at the time of the commencement of these Regulations are given in Appendix. ‘ :
Pay during probation 30
(1) Notwithstanding any provisions in the Fundamental Rules to the contrary, a person on probation, if he is not already in permanent Government Service, shall be allowed his first increment in the timescale when he has completed one year of satisfactory service, has passed departmental examination, if any and undergone training, where prescribed and second increment after two years service when he has completed the probationary period and is also confirmed;
Provided that if the period of probation is extended on account of failure to give satisfaction, such extension shall not count for increment unless the Appointing Authority directs otherwise:
(2) The pay during probation of a person who was already holding a post under the Government shall be regulated by the relevant Fundamental Rules;
Provided that if the period of probation is extended on account of failure to give satisfaction, such extension shall not count for increment unless the Appointing Authority directs otherwise;
(3) The pay during probation of a person already in permanent Government Service shall be regulated by the relevant Rules, applicable generally to Government Servants Serving in connection with the affairs of the State.
PART- VII OTHER PROVISIONS Tenure of Deputation 31 The tenure of deputation will be three years which may be extended upto five years or as prescribed by the Government from time to time.
Conditions of Service and
(1) Subject to such restrictions and to such an extent as the Appointing Authority may with the concurrence of the Lending Authority, by order 23 disciplinary action deputation on determine any person may during his period of deputation to a post in the University, be allowed to remain subject to the same condition of service to which he was entitled immediate before his deputation in the University;
(2) If in the opinion of the Appointing Authority it is necessary to take disciplinary action against any person on deputation in the University, his services restored to the Lending Authority and the records relating to the preliminary enquiry, if any held, shall be transmitted to the Lending Authority.
Canvassing 33 No recommendations, either written or oral, other than those required under the Regulations applicable to the post or service will be taken into consideration. Any attempt on the part of a candidate to enlist support directly or indirectly for his candidature will disqualify him for appointment.
Regulation of other matters 34 In regard to the matters not specifically covered by these Regulations, persons appointed to the University Service shall be Governed by the Rules, Regulations and Orders (with necessary modifications) applicable generally to Government servants serving in connection with the affairs of the State.
Relaxation from condition Service the of 35 Where the Executive Council is satisfied that the operation of any Regulation regulating the conditions of service of persons appointed to the University Service causes undue hardship in any particular case, it may, notwithstanding anything contained in the Regulations applicable to the case, by order, dispense with or relax the requirements of that Regulation to such extent and subject to such conditions as it may consider necessary for dealing with the case ina Just and equitable manner.
Re-designation 36 (i) The existing designation of the posts will be re-designated as follows from the date of commencement of these Regulations;
